Idea to reduce DC's in games.

Basically sitting in a ranked game right now with our Alistar sitting at 0%, not moving. Currently waiting for the game to load and having little hopes of him coming back. And whilst I'm waiting it got me to thinking.. It couldn't be too complicated for riot to make it to where if a summoner disconnects in the loading screen everyone is kicked (just like if someone dodged in champ select) and requed for a game, I understand nothing can be done about someone who afks during the game as it has already started but i definitely believe this could be done, and would slightly improve the percentage of DC'd players.
