Definitely, I've got worse specs than that and I can run it at 120 FPS on low.
Possibly, I used to play league on one of those two years ago, not sure if you still can.

Honestly it's far from ideal. That graphics chipset is going to be a massive bottleneck for you.

You would be better off with a 5-6 year old lenovo with a dedicated 512mb graphics card (and that's still not ideal.)
A toaster could run league.
