Champ Concept: Maelstrom, the storming Artillery Dragon

Lore: A super gigantic sea dragon that proudly serves as an aircraft carrier with a body far larger than even a Dreadnought Class Battleship, it is currently the strongest warrior in all of "Aqua Force". It holds the rank of Vice Admiral. Of course, an attack from such a huge creature is dangerous, but it's even more dangerous due to the fact that it carries the troops. The pods mounted on the launchers attached to the back of its shoulders carry the shipboard soldiers, so when it breaks through the enemy's defensive line, the countless soldiers it carries are able to instantly gain control of the location. All who dare try to stop the invasion of this living blue storm will be dragged down to a watery grave all the same. Until the world he desires filled with its ideals, peace and order is finally born, its "justice" will never waver or bend at the slightest.
Abilities:
Passive: Stand Firm
When Maelstrom is channelling an ability, he cannot be forced out of the channel by taking damage or being CC'd, though he cannot use his abilities while CC'd.
Q: Heavy Shelling (13/12/11/10/9 second cooldown)
Maelstrom selects 3 circular areas in a large radius around him. After selecting them, he will enter a channel for 6 seconds, during which time he will fire one of these shots every 2 seconds. Each of these shots will deal 20/30/40 flat magic damage in addition to magic damage that scales with 30/35/40% of your ap.
W: Brace Yourself (15/14/13/12/11 second cooldown)
Passive: Whenever maelstrom is channeling, he gains +10/20/30/40/50 armor. Active: Maelstrom gains a shield equal to 5/10/15/20/25% of his max health that lasts for 5 seconds.
E: Defensive Barrage (17/16/15/14/13 second cooldown)
Select a linear area in a large circle around Maelstrom. He will channel and, for the next 5 seconds, fire a missile barrage along that area, dealing magic damage scaling with 20/25/30/35/45% of your ap to all enemies that cross through the blast.
R: Storm Impact (130/120/110 second cooldown)
Select a circular area (about the size of the baron pit) anywhere on the map. Maelstrom will begin to channel for 7 seconds. For the first five seconds, any allies nearby can right-click on Maelstrom to hop inside. In the last 2 seconds of the channel, Maelstrom will fire the blast, which will be telegraphed, into the target area. It will deal smite damage to any epic monsters hit, execute any regular jungle camps hit, and deal magic damage equal to 50% of your ap plus bonus damage equal to 10% max health to all enemy champions hit. Any allies that hopped in will be fired to the location along with the ult.
Gameplay: Maelstrom is a powerful artillery weapon, and very quickly gains insane range on his abilities (about xerath ult range), but is also very squishy. His increased armor and shield can help him survive for a few seconds, but if he does not have allies nearby, he will be defeated very quickly. As such, you want to keep a couple allies nearby, while shelling the enemy from a distance. Build full ap on him, as he doesn't deal damage quickly, which means that melee champions can move out of the way of his effects and delete him if he builds tank.
