Never

Not true. Anybody can get it still, given they have some money to drop on RP and a conciderable ammount of luck. You can still get the skin through Mystery gifting, I also believe that if they release the "self mystery skin" thing again during the Harrowing event (given they have one this year) they would probably make it x2 likely chances you get a previous harrowing skin. Like during the Sugar Rush thing, I think that's what it's called... :p Hope this helped!

EDIT: You still need to OWN TF to even have a shot at the skin tho... I know its a given, but you never know who might read this :L

You can get it through the Mystery Skins. You'd better start buyin' next time they come around!

Limited or otherwise currently unavailable skins seem to have a better chance to be received from a Mystery Skin than normal ones. It's really not as difficult as you make it sound...you just gotta shell out some cash in the limited timeframe they're available :3

Probably wait for Harrowing, not sure if the skin would be available that time again, since Championship Riven never showed up during World Championship.
