have a champion steal abilites
i would love to have an intersting champ that can actually take an opponents move and use it against them. say taking soraka's heal and healing your teammates or taking morgana's root and cc people.

On one hand this would be really hard to counter or play against since basically you have to plan for working around your team's abilities instead of strictly the enemy champs' kits, but on the other hand a good number of champions' abilities are designed to interact with each other and/or their passive, so stealing one of context could end up being less useful than you would expect.
Okay, YES, first of all. I love this idea, like, a lot, it could be an ult similar to Le Blanc where the next ability used is yours for one recast. OMFG! YES! Ok, so you cast R right? Then, the next ability that hits you is disabled and you cast it instead. Timing would be CRUCIAL, but you could return a Jinx ult or Ezreal ult! It's genius! Hella fun to play and interesting to play against. Imagine 1v1 with Kata and you steal her ult! It'd make you play a lot more carefully when using an ultimate. But the cooldown would have to be like whatever the cooldown of the spell that hits you is or longer.

So it would be balanced aroumd the best-case scenario meaning it's underpowered in every other situation.
