Why didn't Illaoi get either a World Smasher or Harrowing skin?
She could have been carrying a cauldron with Nagakayboros in it for Harrowing and she easily translates into an 'ocean titan' for World Smasher.

Because all of those other champions needed more skins to add to their collection of over half a dozen skins each.
my guess is because they workin on Dunkmaster Illaoi

They'll probably didn't want her first skin to be a 750rp skin consider how unappreciated Academy Ekko was. Also worldbreaker might be too similar to default illaoi, now i'm not saying it is impossible for her to get one it's just that riot tend to prefer to create a skin to explore a different theme.
