Police Chief/Riot Azir?

I just had an idea of making Azir a police chief and I think it is perfect for someone with his skills. His normal aa could be him using a stun rod and his soldiers would carry batons/stun rods and his ult would be a bunch of officers with riot shields! I know that theme is already explored but it just goes so perfectly with his ult....
