Ikaros, the Mindbender (true damage based assassin)

Ikaros is a melee assassin who relies on his mysterious mind-blowing powers. He lives in Ionia and intends to "clean" evil peoples minds.

Passive - Spirit Shatter

Ikaros' basic attacks deal true damage, based on 80% of his AD. His critical strikes do not do more damage, instead they give Ikaros 30% movespeed for 1 second.

Q - Clearing Sphere

CD: 12 / 11 / 10 / 9 / 8 Seconds Cost: 60 Mana Range: 750 Radius: 100

Fires a red sphere in a line that deals 40 / 65 / 90 / 115 / 140 (+80% Bonus AD) true damage. Deals 25% increased damage to minions. After hitting an enemy champion, the sphere turns blue and does not deal damage to any other enemy champions.

W - Empowered Punch

CD: 5 Seconds Cost: 40 / 45 / 50 / 55 / 60 Mana

Ikaros empowers his next basic attack so it will deal 30 / 50 / 70 / 90 / 110 (+100% of his lethality) bonus true damage. This attack is guaranteed to crit and refunds half of Clearing Spheres remaining cooldown.

E - Reposition

CD: 15 / 13 / 11 / 9 / 7 Seconds Cost: 50 Mana Range: 550

Passive: Hitting an enemy champion with basic attacks or Clearing Sphere grants Ikaros "Instinct of the Assassin" for 4 seconds.

Active: Can only be used when Ikaros has "Instinct of the Assassin". Ikaros blinks to a target location.

R - Mindbender's Command

CD: 120 / 105 / 90 Seconds Cost: 100 Mana Range: 750

Targets an enemy champion and chooses a direction. The enemy is slowed by 50% and will mindlessly walk in the commanded direction for 0.75 / 1 / 1.25 seconds.

So, what do you think? A full review would be greatly appreciated, but I welcome any comments! Do you think a full true damage kit is a stupid idea? Enemies that have a lot of HP will counter him hard.

His True damage needs more than just mana cost and cooldowns for negative effects.

Due to the large damage output it would not take him long to chase and burst an enemy champion.

Add a cost to his True damage, HP drain for example.

based on what you've written he could be terrible to play against. his true damage has no counterplay and you have it for his passive basic attacks, his Q and his W.

His r is pretty expensive for just a 0.75 turn. Ahri charm atleast is a 1 second for rank 1. consider maybe 3 second since it;s an ult.

Don't listen to the two comments below. They saw the words 'true damage' and freaked out. In all honesty, his damage is very poor, especially for an assassin. He cannot deal high burst through crit, and his scalings are lacking. He would likely die to the enemy adc late game. They wouldn't even kite him. they would just stand there and shoot him a couple times. He has almost no synergy with items. Even his base damages are low. You'll have to change something about his kit if you want it to be like this. Maybe make his e give him some buff or something in addition to letting him blink?

This is ridiculously stupid because you gave him NORMAL damage amounts with TRUE DAMAGE. At LEAST lower it down to about half of what he would do if he were dealing physical damage, you have him at like 80-90% right now.
