APPEARANCE Devlin wears a dark grey trenchcoat with red lining, along with a hood and a cowl over his face. He also has several pieces of scrap and rusted metal strung along his clothes, making for a more rugged, armored appearance. He wields a straight sword, with a sharp edge and several pieces of metal strung along the blade. He also holds a Scrapyard-Made Rifle. It looks something like this except with rusted metal and sharp blades hanging along the side of the gun, along with a longer barrel.

LORE In the deserts of Shurima, little can be found. Among smoldering ruins, and ancient temples, lies a vagrant, a wanderer,by the name of Devlin, that specialized in building and inventing. Among his travels, he encountered many denizens of the desert, one of which, including Xerath, a mage cast out from his home. After their encounter, Devlin took an interest in uncovering the source of Xerath's power. He scoured the lands, searching for magical artifacts, but to no avail.
After years of travelling, he encountered something he could neither salvage nor harvest for his own gain. The nexuses of Valoran, belonging to the Institute of War, the group that ran the so-called League of Legends. Word soon spread across Valoran about Devlin's resourcefulness, and he was invited to compete in the League against many other champions.
After reluctantly joining the League of Legends, and finding a place of residence, Devlin still had a knack for exploring. He wandered through the arena many times, meeting many, if not all of the champions residing in the Institute of War. He discovered other champions, much like him, that invented and created new designs using pre-fabricated technology, rather than starting from rejected and trashed parts. Devlin developed a distaste for these champions, claiming they were talentless. Devlin now enters the arena with confidence, fighting his way through the League of Legends, in order to study the nexuses, and recreate their power for his own personal gain.

STRATEGIES
Any champions with stuns and silences is a problem for Devlin. Heavily armored and high HP champions are doubly so. However, when paired with champions like this on the same team, Devlin does extremely well.
In certain engagements, it's best to go in with a lightly armoured opponent. Such is with Devlin. At early game, while Devlin can throw some heavy hitting attacks, he is crippled by his low mana bar and his fragile kit. Devlin has the ability to poke away at his opponents, and can hide under turret to get new items if the situation changes, however, Devlin's inability to fight ranged and high-health champions at early level definitely limit his potential in early game. Devlin is particularly strong against already slow champions, and can easily counterattack champions who attempt to pull him in, or push him away. In early game, it's easy for ganks to fail against Devlin, thanks to his E, which is very much similar to Thresh's and Blitzcrank's abilities. Defensively, it's easy for Devlin to camp turret, replenishing items when he needs to, and buying new items situationally. He definitely has more lane sustain than most champions. In early game, if playing aggressive, Devlin is very susceptible to ganks ( especially if he doesn't have his E leveled up. ) and is very weak against assassins, ranged champions, and long-rage mages, such as Xerath and Ziggs. Against mages, it's definitely beneficial to play Defensively, and if you're going up against Devlin, try to get him to engage as much as possible, then when he gets too close, go in for the kill.
MY PERSONAL VIEW OF THIS CHAMPION
People would too early dismiss the idea of a champion that could buy items outside of shop, incomplete or not. I feel Devlin's core is pretty well-balanced as a whole, but his abilities give him power to complete engagements and survive in teamfights. Mana and cooldowns keep him restricted, so that spamming abilities isn't an issue, which is why I recommended
and the
in the build, so that Devlin could follow up with attacks and still have something left over to rely on in a sticky situation. All in all, I don't feel Devlin is exactly overpowered at the start of the game, but with the right build, he could completely dominate the battlefield. But then again, so can any champion.
