Veigar, The Tiny Master of Evil (reworked)

Passive: Soul Enslavement: After killing an enemy unit Veigar enslaves the killed enemy's Soul. After collecting 75/50/25 enemy Souls Veigar's next ability will become empowered in exchange for consuming 75/50/25 souls (improves at levels 1/7/13).

Soul Value / /

1 small minion/monster: 1/2/3 Soul

1 large minion/monster: 2/4/6 Souls

1 enemy champion/epic monster: 5/10/20 Souls

Empowered Abilities / /

Baleful Strike: Passes through an infinite number of targets dealing bonus damage and granting Veigar a 5% movement speed boost for each target killed.

Dark Matter: Hitbox extends to the interior of Event Horizon, if it is enclosed, slows targets hit by 33% for 1 second, and deals bonus magic damage.

Obelisk of Torment: A 6th Obelisk of Torment may be summoned.

Q: Baleful Strike: Veigar unleashes a bolt of dark energy in a target direction dealing magic damage to up to 2 targets.

Q Passive: Phenomenal Evil Power: Veigar gains 1 stack of Phenomenal Evil Power every time he kills an enemy unit with Baleful Strike or lands an ability on an enemy champion. Large minions, monsters, and enemy champions killed by Baleful Strike grant 2 Phenomenal Evil Power instead. Additionally Veigar gains 5 Phenomenal Evil Power on champion takedowns.

Damage (normal): 50/100/150/200/250 + 60% AP Damage (empowered): 80/130/180/230/280 + 80% AP Cost: 40/45/50/55/60 mana Cooldown: 7/6.5/6/5.5/5 seconds Speed: 2000 Range: 950

W: Dark Matter: Veigar calls a mass of dark matter to fall from the sky which lands after a 1.25 second delay to the target location, dealing magic damage to all enemies hit.

Damage (normal): 70/140/210/280/350 + 80% AP Damage (empowered): 100/170/240/310/380 + 100% AP Hitbox Range: 112.5 Range: 900 Cost: 65/70/75/80/85 Cooldown: 11/10.5/10/9.5/9 Delay: 1.25 seconds

E: Obelisk of Torment: Veigar summons a pillar engraved with the carvings of ancient runes, after a .35 second delay, which either silences or blinds all targets coming in contact with the terrain (adaptive) for .1 second refreshing until the target is no longer touching the Obelisk. The crowd control inflicted is dependent on the % that the target has more of (blind for over 50.1% attack damage or silence for over 50.1% ability power). This ability has a 0 second cooldown until either 5 seconds have passed or 5 Obelisks are placed. Obelisks have a minimum distance and maximum distance they can be placed away from other pillars. After 5 pillars are placed an Event Horizon is summoned connecting the empty space between every Obelisk. Event Horizon's hitbox also extends to the Obelisks replacing the blind/silence with its stun.

Event Horizon: Knocks down and stuns all targets, on an astral plane, who come in contact with it for .5/.75/1/1.5/2 seconds. This means flash/blinks, untargettable effects, and movement abilities all stop at the walls of Event Horizon as if they were inescapable terrain. Even deity level stasis effects such as Zhonyas Hourglass and Tempered Fate cannot escape the infinite blackness of Event Horizon. Targets may leave Event Horizon's walls after they are stunned.

E Passive: Veigar's abilities all enter their empowered form once they enter the walls of Event Horizon.

Cost: 20 per Obelisk Cooldown: 30/26/22/18/14 seconds Terrain Hitbox: 112.5 Silence/Blind duration: .1 seconds Stun Duration: .5/.75/1/1.5/2 seconds Minimum Place distance (away from another Obelisk): 250 units Maximum Place distance (away from another Obelisk): 750 units

R: Primordial Burst: Veigar blasts a target enemy champion dealing magic damage. Primordial Burst deals 1.5% increased damage for every 1% of the target's missing health, up to double damage against targets below 33.3% of their maximum health. If the target is killed within Event Horizon's walls its cooldown and mana cost are refunded.

Damage (regular): 100/175/250 + 75% AP Damage (doubled): 200/350/500 + 150% AP Cost: 120/110/100 mana Cooldown: 120/110/100 seconds Range: 650

(He's fine as is but this would be more fun to play with)
