[Concept] Caldon, The Piltover Vigilante

Caldon does extremely well in the early game, due to his extreme burst potential and the extreme poke potential due to his passive.
Caldon synergizes well with Runaan’s Hurricane, granting crit chance to his passive, attack speed, and 2 extra bolts, so that Caldon fires 4 bolts into team fights rather than 3.
Lore: Recruitment had been a problem for the Piltover Police. Crime rates were up, and academies were showing no sign of candidates. Then, Caitlyn met Caldon, a sharpshooting, quick-witted talented young man. She immediately took him under her wing, and began to teach him everything that she knew. How to stop a robber, to negotiate, how to bargain, and to tell right from wrong. He was immensely talented, and she could see a very bright future for him. Then tragedy came.
The alarm rang. There were two victims, no vital signs. The crime was so perfectly executed. Poison. They had been poisoned, so hideously in fact that their features were distorted and burned. Caldon’s parents were dead. He knew immediately who had done it. He immediately set off, apprehending the Mad Chemist himself. He was put on trial, but the poison was gone, no traces of it found. There was no evidence that pointed at the accused. He was set free.
Caldon argued with Caitlyn, getting so heated he basically threatened her. Heartbroken, she told him there was nothing she could do. He quit, telling her that to him, she would never be a hero, at least in his eyes. Now he roams the streets, serving justice, his way.

Passive: Dual Pistols
Caldon passively fires a second shot every time he auto-attacks that prioritizes nearby champions (except the champion oh are currently auto-attacking). Each secondary fire deals 50% of his AD and can critically hit. It does not however, apply on-hit effects.

Caldon fires his pistol rapidly, firing three consecutive burst shots at a targeted enemy, dealing 15/25/40/65/80 (+75% AD) per shot. They cannot critically hit nor do they apply on hit effects
Use to burst down enemies in skirmishes and lane trades
W: Grapple Range: 300 Cost: 30/40/50/60/70 mana Cooldown: 25 seconds
Caldon grapples in a target direction, damaging anything in it’s way, and latching onto the first champion hit, dealing 20/35/50/65/80 (+75% AD). Reactivating the ability pulls Caldon towards the targeted direction.
Use for quick escapes or a way to catch up to enemies

Every six auto-attacks, Caldon uses the spent shells to fashion a shrapnel grenade. It takes .5 seconds to make it by toggling the ability once, and during that time Caldon can only move. Toggling the ability again allows you to to throw the grenade, dealing 30/40/50/60/70 (+50% AD) as well as slowing opponents by 20%.
Each auto-attack grants 1 stack of Shrapnel Grenade. At 6 stacks Caldon can create one shrapnel grenade. Shrapnel Grenade can hold up to 12 stacks.
Use to slow incoming opponents to peel, or retreating opponents to chase
R: Firepower Cost: 110 mana per second Cooldown: 90 seconds
Caldon fires up his second pistol, causing it to deal full damage (100% AD) for three seconds.
Use at the beginning of teamfights to deal massive damage

Upon death: Falls to his knees, both pistols are flung into the air, he collapses and they fall beside him.
