Yay! My first champion concept! Please provide feedback for balance.

At some point in the timeless history of the Void, the Voidborn decided to invade a dimension known as "the Internet." Leading them was Vy'Ruz, a brutal and revered destroyer of dimensions among his people. And it was an absolute slaughter. Walls of fire scalded the legions of Voidborn to oblivion, and Anti-Virus Softwares annihilated the masses as they attempted to flee back to the Void. Vy'Ruz was the sole survivor, and the traumatic events drove him mad. He vowed to destroy the Internet. One day. And so he spent eons developing a dark magic that could allow him to fulfill his vow. During the Golden Age of the League, Vy'Ruz entered Runeterra and wrecked havoc across its capital of techmaturgy, Piltover, turning the city's technologies against its inhabitants with his dark power from a toxic dimension, known only to Vy'Ruz through his studies of "the Internet." This was Vy'Ruz' opportunity to test his powers, and his "minor" goal was to amass an army of Piltover sentry robots and take over Runeterra. To defeat Vy'Ruz, Runeterra's greatest techmaturgical minds came together and discovered a great magic known as "Reporting a Bug." With this power, they eventually prevented Vy'Ruz' magic from controlling their technology. Vy'Ruz, defeated, knew from there that his magic was not powerful enough to destroy the Internet, let alone Runeterra. The Institute of War imprisoned Vy'ruz and decided to punish him by trapping him in the Fields of Justice, where he would do battle with Runeterra's greatest champions. Only Vy'ruz knows the dark secret of the League: the true origin of the Summoners who he deemed a "toxic" race--- from the despicable land he vowed to destroy.

Abilities

[Passive] - Viral Infection

Passive: Autoattacks on enemy champions, minions, monsters, and turrets gives them one permanent stack of Viral Infection up to 10 stacks. Each stack on a target increase Vy'Ruz' true damage output inflicted on the particular target (+2.5 True Damage per stack) as well as the duration of the lasting effects from Vy'Ruz' abilities. If an enemy champion dies but not to Vy'Ruz, the number of stacks Vy'Ruz has on the champion is reduced by half (or the smallest half if odd number of stacks) upon respawn. If Vy'Ruz kills the champion, the champion keeps the same number of stacks it died with after respawn. If Vy'Ruz dies, all stacks are removed.

[Q] - Search

Cost: 60/65/70/75/80 Cooldown: 18/16/14/12/10 Range: 3500

Active: Vy'Ruz emits a wave that scours the dimensional mainframe of his surroundings, stopping at the closest enemy champion to Vy'Ruz within 3500 radius, and revealing its location and slowing by 25 movement speed for a duration. The revealed champion will be alerted.

Duration of reveal: 2 second (+1 second per stack) Duration of slow: 2 seconds (+0.5 seconds per stack)

Things to Know: To get a visual range comparison, Summoner's Rift has a length of 19000. Search cannot find stealthed champions (Teemo, Shaco, Twitch, Rengar) and will pass over them.

[W] - Glitch

Cost: 30/35/40/45/50 Mana Cooldown: 6/5/4/3/2 Range: 1400 (length of hit box)

Active: Vy'Ruz shoots a Glitch spell dealing 70/110/150/170/230 (+10% AD) (+70% AP) in magic damage if it hits a target (NOT effected by Passive--- no additional true damage per stack). If it hits an enemy champion, it reveals them for a duration. Additionally to enemy champions, after a delay of 3 seconds, the enemy champion will glitch and move in the exact opposite direction in which his/her summoner has directed him to go for a short duration. Very useful in chases, either when you are being chased or the chaser.

Duration (of the movement reverse effects): 0.5 seconds (+0.1 seconds per [Passive] stack) Duration of reveal: 3 seconds (+0.2 seconds per [Passive] stack)

[E] - Hack

Cost: 75/80/85/90/95 Mana Cooldown: 12/11/10/9/8 Range: 600

Active: [On Enemy Champions or Minions] Vy'Ruz quickly hacks an enemy champion or minion, causing the champion/minion to follow and autoattack the nearest friendly champion within 600 range. For hacked champions the damage from autoattacks is 30% of their AD (+70% of Vy'Ruz' AP) (+2.5 true damage per [Passive] stack). If a minion is hacked, its auto attack damage is multiplied by a factor of 5, or 2 for super minions. The amount of damage they do is inflicted back on themselves in true damage (first divided by 5 in the case of a minion, or 2 in the case of a super minion). The damage inflicted is given to Vy'Ruz. The autoattacks are PARTIALLY effected by Vy'Ruz' Passive, inducing additional true damage (see Passive stats), but they will NOT induce stacks of Viral Infection. If there is no friendly champion to target within the enemy minion/champion's 600 range, the minion/champion can also attack friendly minions, its own tower, or neutral monsters in radius. If the champion/minion has no allied targets in the 600 radius, he will not be effected in anyway, and Vy'Ruz will still lose mana and wait out a cooldown before being able to use the ability again.

Duration of Hack effects: [Enemy Champions] 2 seconds (+0.5 seconds per [Passive] stack) [Enemy Minions] 5 seconds (+0.5 seconds per [Passive] stack)

Things to know: This ability CANNOT be cast on Annie's Tibbers or Heimerdinger's UPGRADE! turret. Attempts to cast will not cause mana loss and/or resumed cooldown. Stealthed champions can avoid being targeted by hacked champions and minions.

[On Turrets] Vy'Ruz hacks an enemy turret, causing the turret to attack its champions or minions within its radius. The amount of damage it does is inflicted back on itself in true damage. To prevent this from being too OP (particularly early game), the turret's damage will be reduced to a three fifths (3/5) of its usual AD when hitting champions. However, it retains its original attack power when targeting minions. Scale of damage is also increased by 20% of Vy'Ruz' Ability Power (+2.5 true damage per [Passive] stack). If there are no allies to hit upon casting, the hacked turret will be unaffected by the hack and resume normal functions (and you will waste the ability). The hacked turret will also resume normal functions (unhack itself) once all allies in its radius are dead or have fled the radius. Thus, don't use this ability on a turret while destroying an enemy turret if enemies are not present near the turret.

Duration of Hack effects: 1 second (+0.5 seconds per [Passive] stack)

[On Neutral Monsters] Vy'Ruz hacks a neutral monster (with the exception of Rift Scuttler, which will deny the ability). Whenever an enemy champion falls within 600 range of the hacked monster, the monster will attack the champion. With the exception of Dragons, Rift Herald, and Baron Nashor, when attacking enemy champions, hacked monsters' AD is doubled (+10% AP) (+2.5 true damage per [Passive] stack). The duration of the hack begins once an enemy champion enters the hacked monster's 600 range.

Duration of Hack effects: 5 seconds (+0.5 seconds per [Passive] stack)

[R] - Denial of Process

Cost: 110 Mana Cooldown: 115/100/85 Range: 550

Active: Vy'Ruz channels for 1/0.75/0.5 seconds before releasing a wave of mysterious extra-dimensional energy within a circular radius of 550. Enemy champions hit by the wave will take 15/25/35 % AP in magic damage (+5% of AP in magic damage per 100 AP) and begin to experience latency issues for a duration; that means the triggering of their every actions (from movement, autoattack, to use of abilities and/or items; everything they do within the duration of the latency) will be delayed by 2/2.5/3 seconds. However unlike the phenomenon known as lag, everything around will not appear delayed and will be consistent to real-time. Affected enemy champions have their armor and magic resist reduced by 20/30/40 percent.

Duration of effects: 2/3/4 seconds (+0.25 seconds per stack)

Cool concept, but this doesnt fit in League at all.
