Arcanus is meant to be a mage that can deal a lot of damage and scale really well with gold.

Passive Spellbook- After casting a spell, Arcanus gains 10% bonus movespeed and magic damage for 2 seconds, stacking up to 4 times.

Q Magic Missile- Arcanus deals 100/140/180/220/260 (+100% AP) magic damage to an enemy. 6 second cooldown Costs 80 mana

W Electric Surge- Arcanus dashes to an enemy, dealing physical damage equal to 10/15/20/25/30% of their maximum health. 10 second cooldown Costs 40 mana

E Cash Grab- Passive: Every two seconds, Arcanus's next basic attack will instantly kill the target if it isn't a champion, large monster, or epic monster. When activated nearby enemies drop a bonus of 1/2/3/4/5 gold upon death, lasting for 4 seconds. Cash Grab's cooldown isn't effected by cooldown reduction, but buying an item in the ancient coin path will reduce Cash Grab's cooldown by 10-50%, depending on the tier of the item. 20 second cooldown Costs 150 mana

Ult Earthen Wall- Arcanus creates a passable earthen wall that blocks all enemy and ally projectiles for 3/4/5 seconds. 150/100/50 second cooldown Costs 200 mana

He kinda reminds me of Viktor becaues of his movement speed, except Arcanus speed is more consistent since Viktor needs a target for his point and click Q while Arcanus does not and can get the movement speed without needing a target(assuming his Q is a skill shot and does aoe damage). His W also helps him stand apart from the rest of the mages for having a high risk high reward execute mechanic for going in close and finishing someone off because of the % health damage, particularly against tanks. I like the concept, he definitely seems unique.

The only downside is I don't think he does enough damage even with his e that helps him get gold more quickly. So here are my suggestions below:

I think at his Q should get a lower cooldown while increasing it, and should be on a 4.5 second cooldown at max rank. His speed stack passive should last 3 seconds, so when he hits max cooldown reduction around mid to late game he can maintain the speed from his stacks so they don't fall off.

For consistency in his damage if he decides to get a void staff or liandrys, I think his W should do magic damage instead of physical damage, so it has some more effectiveness against tanks if they get Magic resist.

I also think it would be cool and help his damage a bit if his ult did damage in a wide line and would be similar in size to anivias wall, and had a slow mechanic to people who are within a certain range of it like trundles pillar. I suggest the damage from his ult should be something like 200/250/300(+90AP), so his ult would now have utility in blocking projecticles, a built in slow, and some area damage, and would be a great offensive and defenisive tool. If you have a yasuo on your team you guys could effectively zone out a ton of projectile damage for quite a bit of time LOL, he would have very good synergy with him.

Including the suggestions I made above, he would definitely be in my top 3 favorite mages alongside Karthus and Viktor.
