[Champion Concept] Mullah, the Vengeful Outlaw

I thought it would be a great idea to bring to life a new species or race to LOL, I'm sure Riot can easily do that. The lore of any given Media universe is always changing or revealing their is more to it than what we as the Players ever thought there was before.

Now what is an Otterkin? well here is my interpretation of the Race: .an Otterkin is a species of humanoid otter that lives in the banks or caves around rivers, they are a very secretive bunch as they tend to never leave their hidden tribe or their homes. they are usually pretty peaceful but if provoked or the circumstances call for it they can be very violent, their predatory instincts come from hunting very large & most of the time very aggressive fish that they depend on for food so their fighting instincts are very strong.

Since ancient times for their race the Otterkin have had an affinity for water magic not in the form where they can create whirlpools or tidal waves but being able to create makeshift "river ways" or channel water as various projectiles, true master of their water bending ways are even said to be able to create a sub-space of water that only they can enter (it's like creating a small pocket universe that is just pure water) among many other fantastical ways but these true masters are so rare.

**Appearance: ** (Bodily design) . Mullah is a 4’2ft Otterkin that has a light browned fur coat with a light grey underside, on the tip of her tail are 3 light grey rings & both of her eyes are crisp navy blue. On Mullah’s back is a large brand mark that resembles one of Noxus’s signs. (Clothing & Special features) . Mullah mainly just wears a pair of deep blue pants that has a belt with 3 pouches strapped to it, on her right forearm is a silver arm band & on her left ear is a silver rings. Wrapped around her waist is a torn red sash. (Equipment) .

Innate Passive: Feverish Brawler. After Mullah has activated an Ability she gets more violent which makes her more dangerous in Combat by gaining 5% Attack Speed & all Basic Attacks deal 15pts more damage for 5 seconds, this Passive can stack up 5 times & each this Passive is activated the duration of this Buff is Refreshed.

Q-Ability: Swift Swimmer. Range: 380. Cool Down: 1.6 between Cast - 11/10/9/8/7 seconds per Charge. Cost: 40/50/60/70/80. Charges: 2. Magic Damage: 25/35/45/55/65(+60% bonus AP). **Activation: ** After Mullah has chosen a narrow path with this Ability then upon its activation Mullah will slip & slide over a carpet of water down the chosen path, after Mullah has slide across the ground her next Basic Attack becomes Range & will have her throw a ball of concentrated water at the target dealing Magic Damage & applying a 20% Movement Speed Slow for 1.5 seconds. If Mullah hits an enemy Champion while she is Dashing down the path she will then flip over the target while throwing the water ball at the target, but when she lands back on the ground she will perform another Dash in the direction she initially chosen then after finishing this Dash she can still use the enhanced Auto-Attack of the Ability.

W-Ability: Watch Your Feet. Range: Self-Cast. Cool Down: 18/16/14/12/10. Cost: 50/60/70/80/90. Bonus Physical Damage: 50/80/110/140/170(+40% bonus AD). Passive: Every 6 seconds Mullah’s next Basic Attack will have her slap the target with her tail which not only deals 3.5% of her current Attack Damage as bonus Physical Damage but the enemy will be slightly shocked by the attack that they miss their next Basic Attack. **Activation: ** After Mullah has activated this Ability she will prime her next Basic Attack but not with her claws but with her tail, after the initial activation Mullah’s next Basic Attack gains 50-Range & when it hits the target she will trip the target who falls to the ground dealing Physical Damage to themselves while being Stunned for 1.25 seconds.

E-Ability: A Little Snack. Range: Self-Cast. Cool Down: 19/17/15/13/11. Cost: 100. Heal: 40/80/120/160/200(+40% bonus AP). **Activation: ** After Mullah has activated this Ability she will pull out a smoked cod from the pouch around her waist then tosses it into the air, after a 0.25 second delay after the initial activation Mullah will jump up to eat the cod whole Healing her. After eating the cod Mullah will be satisfied becoming very happy gaining 15% Attack Speed & 20% Movement Speed for 3 seconds.

R-Ability: Rivers Ambush. Range: Self-Cast. Cool Down: 230/210/190. Cost: 170. Physical Damage: 195/275/355(+40% bonus AD). Activation: When Mullah has activated this Ability she will dive into the water after a 0.5 second delay, once Mullah has dived into the water she gains 80% Movement Speed, Immunity to Unit Collision & can only be damaged by Towers while she’s underwater but she is unable to use any of her other Abilities for the next 6 seconds. While this Ability is active her next Basic Attack will have her erupt from the water Knocking Up the target into the Air for 0.75 seconds while dealing Physical Damage.

I have several questions

This champion is friends with Draven, but doesn't like Noxus? Can you expand on that maybe, and give us some explanation of why she feels the way she feels? Does she share an appreciation for the way Draven does his job? Is she a fan-girl? Is she a rival? And what specifically makes her dislike Noxus?

How does she use her ult? Can it only be used in the river? Or does she just gain the ability to make water around her? Have you balanced the rest of her kit around the fact that her ult may be tied to two very specific parts of the map? Is there any specific reason that it costs 70 mana more than most normal ults do or why the cooldown is almost in the Shen and Karthus ultimate range?

Is there a passive cooldown on tail-slap where the miss debuff falls off, or is it a permanent debuff that lasts until the target attacks again?

Is there a reason it's so hard to make the most out of her passive? What do you intend her trading and harass window to be? Also, why does she get a free dash when she hits an opponent and why does it force her in the direction of the initial dash? Have you considered the risk that puts her in when trading in lane and how enemies can exploit it by playing safe around their turret? What does Mullah do when she can no longer Q to enemies for damage to harass them?

Lastly, are you sold on the name Mullah? It's not awful, but it has certain contexts in other cultures that might be seen as insensitive.

Hope this brings some more insight into the character design and helps you better define your champ.
