No one even builds this item, like at all, not even the champion that it was basically designed for, being

200% agree. I feel if lux support was ever played as a support and not a second burst mage this could be a decent item on her because she has ult every 23 seconds late game. the stats on the item are too bad for needing the passive to activate off of long cooldown tank ults.
I think it's actually great on him, thanks to his short ult CD.
