An idea to prevent going into games with a thrower in champ select

I just dodged a ranked game because somebody just came in and said "dont feed you %%%%%%s"... i waited to see if this guy was just like kidding or something, but then banned our adc's pref, and picked Karthus top and he has hardly ever played him ... he flamed for the rest of the time and i waited if somebody else wanted to dodge... well nobody did and i had to.

My idea to fix issues like this (because this is not the first time this has happened) is to have a system where the players can vote to re-que and report the thrower. It would have to be like 4-1 or 5-0 (same as a normal surrender vote) and after that, everybody would have to wait 5 minutes (the time increases the more they do it in 24 hours) before q'ing again, to prevent them from doing it all day AND NO LP WOULD BE LOST!!!

I feel like i shouldn't have to lose LP for preventing myself from wasting 40 minutes and losing more LP. Please let me know what you think of this, and make edits if u feel like something could be better.
