Request/Idea to riot about Summoner name changing

Hi, this is just an idea/request that i think would be fair and many people would like it. When it comes to summoner names, people have ones that other people want. I think, if an account is inactive for long enough (lets say 2-3 years or so, because by that time they are probably never going to log on again). their summoner name should be reset to something like "summoner 16745" like a default name. So that the people who ARE ACTIVE and PAYING for a summoner name change should be able to change it to the name that an inactive account has. This is just an idea/request that i honestly think is pretty clever and fair.
