I think an adc who uses a whip would be very cool

I would imagine that there would be a lot of possibilities.

If anything, I would guess that early on Riot didn't have the capabilities to animate a ranged attack with a whip, and more recently (where they have much more skilled animators) haven't found a compelling enough concept to justify having a champion use a whip.
