Yeah yeah, laugh at my drawing, but hey, I don't have the means to draw on computer and trying to scan this kind of paper is a nightmare, so i had to make do Anyway, this is my character pitch

Lore:- Before the military coup of Boram Darkwill, a hand full of Noxian Noblemen had already started to doubt the loyalty of the General, and were fearful of a grand conspiracy at work, and decided that however much their different houses hated one another, that they should atleast come up with a plan to defend themselves against such an event. They needed someone who would be loyal to them without question. Someone who was unable to be drawn in by temptation. Someone who wouldn't hesitate to kill on command. Such a person was never born in the history of Valoran, but who is to say that they couldn't be made? The field of science was still young in the nation of Zaun at this time, but who was to say there wasn't any pioneering tinkerers interested in an experiment that payed of a king's ransom. It was with that, the nobleman had pooled together the fee required to inquire an aspiring surgeon and engineer, who snatched up the opportunity almost instantly, setting of to work. He had created something quite unique. Something no one had made in their time. Nothing more than a street urchin who had been clubbed, drugged and brought into the lab, she was made into something more. Her flesh and bones being mingled with that of gears and sand, her flesh being replaced by black leather to hold her all in, her face now covered by the black cowl, only one eye could see through the single lens, and her mouth muffled by the brass zipper that held her head together. Her weapon, a bow, her skill, longevity and patience, her flaws? No longer of human mind. Delighted at their new warrior, they immediately gave her her first order, and that was to stand watch on the highest point of noxus and scout out any suspicious activity. And watch she did. She stood upon the apex of the tallest spire, and watched the whole city through just one eye. She waited... and waited... and waited... her fingers never loosening their grip from her bow, her body never growing weak from exhaustion, she just waited... and in the frosty winter of noxus, her glass lens had frosted over, and she became blind to all the world. Blind to the city. And blind to the betrayal of the nobles. She just sat there as her masters were taken away to be executed by Boram Darkwill and his men, all she could was just wait for her masters orders... and like that, on death row, a voice could be heard screaming its last will and testament "CURSE YOU BORAM DARKWILL, CURSE YOU AND ALL THE TRAITORS! WHOMEVER MAY HEAR MY CRY, LISTEN WELL! BRING DEATH TO ALL THOSE WHO HAVE BETRAYED NOXUS!" Her master's voice was soon silenced by the chop of the axe, but still the words echoed in her hollowed head, and the order was given. Death to the traitors of Noxus... But with almost all of the city being in allegiance with the traitors, what more could she do than be patient and kill the prime leaders. And so that was what she did. To this day, she stalks every general of the Noxian army, all of whom are descendants of the great betrayal, and when she finds the time is right, when her targets i most vulnerable, she will decide when to let loose the volley of her masters' will

P/N Phew that's a lot of lore, but you can just skip it, I just made this up as a way to help be structure her play style, also, i don't have any stats drawn up and the abilities have yet to be refined in their numbers, so just comment on what you think should be altered and i will look to it that i try to refine it as best as i can

Passive:- Patient Hunter When Henrietta remains still for 3 seconds, she gains 10 stack of "Concentration". Maximum of 100 stacks Each stack grants 0.5 AD and 2 Attack Range. If Henrietta were to attack, she uses up 10 of her stacks. If Henrietta moves, she loses all her stacks. If she attacks or becomes attacked, she can not gain stacks for 10 seconds (The extra range and her base range will show up as faint rings around her)

Q:- Blink of the Eye Cooldown:- 20/19/18/17/16 Mana Cost:- 40/50/60/70/80 Target:- Self Henrietta decides it is the time to strike and launches a flurry of arrows into her target, granting herself maximum attack speed for 2/3/4/5 attacks or until five seconds after she casts the spell.

W:- Stake Out Cooldown:- 30 Mana cost:- 100 Target:- Self Henrietta goes into hiding, making herself stop moving and turn invisible for 10/15/20/25/30 seconds. Casting a spell does not break invisibility. If she attacks to break invisibility, she will always land a critical hit. If she moves, she breaks invisibility and gains 50% movement speed for 3 seconds. If she gets a kill or assist, she refreshed the cooldown of Stake Out.

(P/N before any dota2 fanboys say, "thats just like Templar Assassin!" well shoosh, okay, its hard to come up with original abilities, and i made this one because it blends well with her passive so yeah, shut up... No offence to any Dota2 players out there)

E:- Vital Shot Cooldown:- 15/13/11/9/7 Mana Cost:- 30/35/40/45/50 Target:- Self Henrietta primes her next shot to be a crippling, or even mortal, injury onto her enemy. Her next attack deals and additional 20/30/40/50 (+50% AD) and slows down the enemy by 15%/30%/45%/60%/75% for 3 seconds

R:- In Your Shadow Cooldown:- 150 Mana Cost:- 120 Target:- Single, Enemy -Range:- Her attack range (i haven't decided that yet) Henrietta Marks a target, marking them out as her contract. She becomes invisible to all but her target, and becomes immune to detection, additionally the invisibility only ever breaks after 5 seconds. She Deals 2.5%/5%/7.5% extra damage to her target. She can still be affected by AoE spells casted by anybody

Build:- Right now, I can see 2 main builds she could go for, no specific items but a general idea of what stats to get The first is the one shot wonder, so heaping on the damage, perhaps getting an infinity edge to amp up the crit damage, but mainly just building pure AD so as to just wait, hide, and ambush your enemy, making use of the extra range and damage of patient hunter, the instant crit from Stake out, and the extra damage from Vital Shot. You can enhance this damage with your ultimate, making her lethal in a team fight if well positioned. Drawback of this style, she has to try to at least maim her target, otherwise, if she doesn't impact enough, she will probably get pinned down and stomped on, as she is very squishy and her cooldowns ensure she can't runaway that quickly, her ultiamte having such a long cooldown that it might be a waste to use as an escape mech

The other build you could go for is kinda standard for any ADC, but mainly focusing on on-hit effects, such as black cleaver, wit's end and perhaps even hurricane, due to her insane attack burst from Blink of the Eye. A hurricane might be handy, as the attack speed boost in such a small burst, with the on hit effect of her Vital shot, means she can deal moderate damage in a small area of enemies, the hurricane splashing out the on hit effects. Same issues and drawbacks as a normal ADC build

Well there we have it, my latest design, please tell me what you think and please upvote it if you would like Riot to get off their lazy a$$e$ and take notice of us for once, and if you would like for them to take on board at least parts of my design

Correct me if I'm wrong but, I feel like you're trying to give this champ the feel of a sentry turret; doesn't move but shoots real fast. I just don't think it fits well with the role of a marksman/markswoman, because, if LCS or Worlds thought me anything about the ADC role, is that you need to have perfect positionning or else you die. With this concept, the ADC NEEDS to be immobile to dish out the maximum damage but that just makes her an easier target. Even if she is invisible, her spells and autoattack aren't (well i guess because it isn't written anywhere) so she is a sitting targent for jugernauts/tanks. If you give her huge range, then she just becomes an immobile Caitlyn, giver her extraordinairy range, she becomes an op AD Xerath.
