Lore

The war between Demacia and Noxus continues to move ever closer to Ionia’s borders, some of the outer villages have begun to be raided by soldiers who are looking for supplies. A small home is discovered deep in the woods during a Noxian scouting mission, and the units' soldiers are threatening the inhabitants’ lives if they do not give them all of their possessions. Suddenly and flash of lightning becons from the sky, and then begins dashing rapidly in between the trees. Through the window comes a large tiger made of lightning forcing the soldiers out the door. With a mighty roar, it unleashed a powerful laser like lightning bolt killing the soldiers. It looked into the house to see if the family was unharmed, after seeing they were fine, he dashed away in an electric surge, the child noting he thought that was Kennen. The father however knew better, and realized he was another of Ionia’s four guardians, Tolu.

Role: Tolu is a melee burst mage specializing in short windowed DPS.

Passive: Defiant Pride – Tolu gains bonus AP equal to 2% of his AP for each enemy champion within range and .1% bonus AP for each enemy minion within range. Bonus AP from passive does not stack on itself. Range 1250

Q: Conductive Claws – For a duration, Tolu’s auto attacks deal bonus magic damage equal to a percentage of his ability power. CD 16. Active time 8/9/10/11/12. Damage + 5/7.5/10/12.5/15% of AP to auto attacks.

Being an AP Melee, he needs a reason to engage, by going in with Conductive Claws, he buffs his other abilities and does extra damage on auto attack.

W: Tesla Cage – Tolu send out bolts in a 60 degree angle damaging enemy units hit, after traveling for 2 seconds they then conjoin by angling again making a third line damaging enemy units hit, enemies within the triangle when completed take magic damage and are stunned for 1 second. The stun is increased to 2 seconds if Conductive Claws is active. Range 900. CD 17/16/15/14/13 Mana Cost 60/65/70/75/80. Damage from being hit by lines 60/90/120/150/180 + 40% AP. Damage from being inside cage when completed, 20/40/60/80/100 + 30% AP

Think the opposite of vel'koz q, the beams go out separately, then angle to merge together creating an triangle shaped cage (insert Illuminati joke here). So it's both a damaging move, and a potential stunning cage.

E: Arc Reaction – Tolu dashes in target direction, if the dash passes through at least three enemy units, a lightning bolt will form dealing magic to damage to all enemies dashed through. This damage is amplified if Conductive Claws is active. Dash Range 600. CD 20/19/18/17/16. Damage 100/140/180/220/260 + (25% AP is Conductive Claws is active)

A simple dash with a static shiv like effect if you pass over enough enemies.

R: Helix Charge – Tolu generates and stores a massive electric charge through auto attacking to fire a long range laser, if the charge is stored for too long, it is automatically released, dealing true damage to Tolu and surrounding enemy units.

After toggling Helix Charge, Conductive Claws is disabled and Tolu builds up a stack of Helix Energy per auto attack, when toggled off, Conductive Claws is re-enabled and Helix Charge fires dealing 400/600/800 magic damage + (1% of AP per stack of Helix Charge) or + (200% AP) if 100 stacks of Helix Charge.

When fully charged, Tolu can hold the charge for up to 30 seconds. If it is not fired after 30 seconds, the charge will detonate from Tolu, dealing true damage to Tolu = 50% of Tolu’s current health, and true damage = 25% of Tolu’s current health to enemies within range. CD 110/100/90. Mana Cost 150/125/100 Laser Range 3300 (width equal to Ezreal ult). Explosion Range 700

Think wider and stronger Lux ult, but on top of a long cooldown, you have to build it up by being in lane or jungle auto attacking, and if you're doing that too far away from the enemy, you're going to waste it or do a lot of damage to yourself and no one else.
