Because the game needs a big stereotypical barbarian that uses a weapon that's not an axe.

Passive- Adaptive > Barbarians are tough, and can rough it in almost any situation. Any time he receives an attack from a champion he has a chance to permanently gain a small resistance to it. (i.e. 5% chance to increase armor or mr by 1 or 2 depending on the source) Q- SWING > He swings his hammer in front of him in the direction of the mouse. Enemies hit are knocked in the direction the hammer is moving. W- CRUSH > He smashes the ground, doing damage and slowing enemies in the AoE. Enemies in the center of the AoE are stunned. E- BATTLE CRY > He screams with barbarian rage, slightly increasing damage, armor pen, and armor to himself and near by allies. If no allies are near by, the effects increase by 50% (or w/e you think is balanced). R- SLAM! > He plants his feet, lifts his hammer, then slams it down, dealing damage in a moderate AoE, knocking enemies to the outside, and stunning them for a brief period. Enemies in the center take extra true damage. He is immune to stuns and knock backs while winding up.

Just bored. tried to balance skills for a top lane primary. A champ that can lane decently, and rewards good teamwork. Totes a late game champ. All we want is a dude with a giant hammer, and No Jayce doesn't count.

No offense but this entire idea sounds just like an alternative version of Sion.

Also as barbarian champs are concerned, there are Sion (sorta), Tryndamere, Olaf (if you count berserkers), Trundle and Gnar (not human but still) already in the game.
