New Creation: Alarak The First Ascendant

This creation is come from starcraft 2(combine with league of legends balance changes). It heavy focus on late game scale,utility mage,but low basic states and no escape. But he is good on supporting teammate in teamfight. Hope you can give me some suggestion if this champion is bad or not. Ability:Passive:Soul Absorption:Each unit killed by Alarak in 1200 range would be drained by Alarak. He would restore 6/12/18(+0.15AP) health and shield(at lv1/7/13) or 1/2/3%(+1% per 100AP) maximum health life and shield(it would choose the greater one). This effect will increase to 300% when you kill large minion,large/epic monster or champion. Q:Deconstrustion Wave: Alarak unleash psionic wave to target direction. Deal 35/70/105/140/175(+0.4AP) Magic Damage to all enemy striked by wave. Ultimate Bonus:Feedback: This ability will deal 75/150/225(+0.5AP) bonus magic damage and drain 10/20/30(+1% per 100AP) of the target's energy/mana that hit by this ability. Cost:50 Mana CD:10/9/8/7/6 sec Range:750 Width:100 Speed:2100 W:Psionic Storm: Alarak unleash psionic storm in target location for 5 second,deal 7/11/15/19/23(+0.1AP) Magic Damage per second.It deal 175% damage to minions and monsters. Ultimate Bonus:Disruption Web:The Target will receive 200% damage from this ability and will be slow40/50/60(+2% per 100 AP) and Slience for 2second(it will be resfreshed when target still inside the storm) Cost:80/90/100/110/120 mana CD:18/16/14/12/10s Range:690 Radius:250 E:Thermal Lance: Alarak fires a lance that damage all enemy hit by lance,ignite them for 3 second,deal total 45/60/75/90/105(+0.9AP) Magic Damage.This ability will deal 80% damage to minions. Ultimate Bonus:Solar Lance:This Ability will let target champion take 125/250/375(+0.3AP) Bonus Magic Damage and take 25% Additional Damage from all resources for 4second. Cost:60/65/70/75/80 Mana CD:7/6.5/6/5.5/5second Range:650/700/750/800/850 Width:120 Speed:1900 R:Deconstrustion Mark: After Channel 0.25 second Alarak marks the target champion for 4 second.Cause hist ability have bonus effect and damage on the target(In duration each ability can only trigger the effect once).Each kill or assis kill will refresh this ability's cooldown.
