[Champion concept] - Hilgaan, the Electic Scientist.

Hilgaan a scientist who just loves to play with electricity. using his special Hi-Coils on his back he charges himself with electricity and shoots it out of his special glove. ** Skills:** Passive - Charging up! Hilgaan doesnt have mana. instead, he has his Charge Bar. whenever Hilgaan hits an enemy with one of his electric abilities (W and E) he builds up his charge bar. this bar is filled faster when hitting enemy champions and it decays over time. the higher his charge bar, the stronger his electric skills become. (increasing his damage by 0~100% according to his charge.)
Q: Lightning Rod. Hilgaan throws a lightning rod to a target location. the rod impacts the ground with force that causes it to deal damage and slow surrounding enemies, and making the rod stand in that spot for X seconds. Hilgaan can then interact with the rod with his other abilities. his Q runs on an ammo system, can store up to 3/3/4/4/5 rods. got 2 seconds cooldown and 20 seconds ammo recharge time. *(right now, i dont know if the rods should be killable or not. for now i think they shouldnt).
W: Lightning Strike. Target a lightning rod and shoot a lightning at it. any enemy caught between you and the rod will be hit by the lightning and take damage. the lightning also travels between other nearby lightning rods, hitting any enemy caught in between them.
enemies can be hit by more than one lightning strike at a time (if they stand at an intersection) and take 50% damage from any additional lightning strike.

Passive - increase the amount of Charge you gain from hitting enemies by 10/20/30/40/50% active - Connect two lightning rods that are close enough to each other, to make a fence of electricity. any enemy that passes through the fence will be damaged and stunned for a brief duration.
should be around 10 seconds CD. the reason for that is that i want him to be able to make the fence with all kinds of angles according to the development of the battle. the fence itself should be up for 2 seconds and the stun for 1 second or even a little less.
R: Full Power!!! passive - static charge: every time Hilgaan uses an electric ability (W,E) he and any lightning rod affected by the ability gains Static Charge - making both Hilgaan and the rods to emit a lightning pulse around them every seconds for X seconds. the pulses gets bigger the more charge Hilgan has.
active: Hilgaan overload himself with electric power, removing any movement impairing effects and gains a burst of movement speed that decays quickly and a shield for X seconds. for the duration, Hilgaan also gains maximum charge which will not decay. when the duration ends, Hilgaan returns to 0 charge.
the active effect is ment for some sort of escape ability. he is ment to be quite fragile and immobile overall. he is very relying on positioning so when the fight turns for the worse, he can bail out quickly. if the effect proves to be too strong(on paper at list, because this concept will most likely not see any real gameplay) i would remove either the shield, or the movespeed.

Well. this is the kit i have built for him. He is ment to be played as a disruptor mage with zoning abilities like Zyra, Anivia or Heimerdinger. this is made by the use of his lightning rods. by clever positioning of the rods and himself, he can devastate the enemy team if they are not careful. his abilities damage and ratios are ment to be rather low for a mage, all because of his passive. the longer the fight, the stronger he becomes, and the more dangerous it is for the enemies to keep fighting. and if he needs some instant damage he can use his ult to gain maximum charge quickly for a short time, but at the cost of returning to 0 charge once the buff ends, so he has to know what is the right time to make use of that so he wont fall off in damage in a critical moment. over all i think this is a rather interesting champion and i hope people can give me their opinion on this concept.
