Azure is a Melee mage, akin to an assassin who excels in his mobility and his damage.

HP: 552 -1872 MP: 352 - 1553 AD: 53 - 122 AP: 0 Attack Speed: .61 + 2.6%/lvl Movement Speed: 340 Armour: 22 + 1.9/lvl Magic Resistance: 30 Range: 125

Passive: Merciless Levin

Any damage Azure deals to enemy champions who are slowed is increased by 2% based on how strong the slow is. (2% damage increase for every 15% movement speed reduction).

First Spell: Throwing Daggers (Mana cost: 40 all ranks/ Cool down: 10/9/8/7/6 seconds) Azure throws out a small dagger in a line in front of him dealing 25/30/35/40/45 + (15% AP) true damage to everything they pass through. Upon colliding with an enemy champion they stop travelling and apply a stack of Electro-conductor.

ReplaceableTextures\CommandButtons\BTNDagger.blp **Electro-conductor: **Enemy champions hit with "Throwing Daggers" are marked with a stack of Electro-conductor for the next 12 seconds. While marked Azure can use "Call of the Levin" on the marked targets. Azure can mark multiple champions at once and every enemy champion can be marked up to 5 times.

Range: 900 unit length, 150 unit width

Second Spell: Levin Stinger (Mana cost: 35/50/65/80/90 Cool down: 32/29/26/23/20) Azure empowers himself with lightning for the next 5 seconds. causing his following movement commands to blink him a short distance and his next basic attack against an enemy champion to deal 100/140/180/220/260 + (35% AP). Upon consuming the empowered attack Azure loses his blinking movement. the blink has a .2 second delay before it occurs.

Blink Range: 325 unit radius

Third Spell: Flash Field (Mana cost: 60/80/100/120/140 Cool down: 25/23/21/19/17)

Azure quickly discharges electricity around him dealing 25/60/95/130/165 (+ 40% AP) to all nearby enemies and silencing enemy champions.

Silence duration: 1 second Flash Field Active range: 150 unit radius

Ultimate Spell: Call of the Levin ( Mana Cost: 100 [all ranks] / Cool down: 100 [ all ranks]) Azure calls down a bolt of lightning on an enemy champion dealing 175/225/275 (+60% AP), if his Target is marked with Electro-Conductor they take an addition 50 Magic damage per stack. (Maximum possible bonus damage: 250)

Lore Far beyond the Great Border and past the now risen city of Shurima lay a hidden oasis that was strangely plagued by storms, the strangely azure blue bolts striking the same patch of earth leaving what most would call a crater in the world, those who traveled past the Storm Oasis called this the Levin Crater and began making rumors and tales of what its purpose truly was. It was centuries ago when these stories came to be but one of them stood out from amongst the rest. It told of a traveler from beyond the Great Barrier whose eyes were a blue so vibrant and deep that not even the seas themselves could match them. It was said that when reached the Oasis of Storms that the storms plaguing the oasis would finally leave but in their place a pair of blades would remain, these blades would be forged of pure lightning and carry with them the force of those storms.

Surely enough like the story predicted, a blue eyed traveler came from beyond the Great Barrier from the Shining city pf Demacia with his Lord and Sire Jarvan the Fourth. The young traveler was named Amadeus Voltaire, a bright young man with aspirations to serve his kingdom anyway he could but no weapon back home would suit him, The Great swords were too large and spears to unwieldy. As his lord retired for the evening, the sound of thunder rang in Amadeus' ears. Travelling to the resounding sound of thunder and blue flashes of lightning until he finally found the source, the Oasis of Storms, and as he approached it the storm released one last bolt rained from the sky a pair of blades, no longer than his arm and weighing less than a short sword. As Amadeus took the blades in hand he was flooded with power as his eyes surged with a blue light. Amadeus died the night he picked up those blades and from his place The Chosen of the Levin was born, Azure.

December 31/ 2014 Changed Innate mechanics: Moved Electro-Conductor to Throwing Dagger, (it was kind of redundant in the Innate) Electro Surge: Changed it to reduce the Cooldown of "Call of the Levin" Added Resting Charge: Increases his movement speed when not damaged by enemy champions by a flat percentage.

Throwing Daggers Increased Base damage and AP Scaling, reduced Cool-down and mana cost.

Levin Stinger Added more specifics to the Blinking movement, it works by measuring how far Azure would travel in 3 seconds at 60% of his total Movement speed, then when a movement command is given he blinks to the target location after a .2 second delay.

Call of the Levin Increased Cooldown from 75 to 100 seconds.

January 1st, 2015 (Happy new years you animals) Changed innate mechanic AGAIN from "Resting charge" to "Static Current". Changed E from Electro-static Pulse to Flash Field. Added Ranges to Spells to give better idea of how far things travel and such. Added Lore Added Quotes.

MAJOR OVERHAUL!

Removed Static Current, changed innate to new effect

Throwing Dagger increased cooldown and mana cost.

Levin Stinger With the removal of Static current this spell no longer grants stacks of said passive, Changed blink range to a set value of 325, increased Cooldown greatly.

Flash Field Removed passive effect, silence lasts for one second, range increased to 150 unit radius

Call of the Levin changed from multi target ranged spell to single target melee spell, changed damage from percentage to flat values, can now be cast on any enemy champion unmarked or not.

Yay for reviews! I will be breaking my review into 3 parts, Stats (weighted 15%), Mechanics (weighted 45%), and Kit Originality (weighted 40%).

Stats: Your stats you gave to Azure are fairly well places for an assassin, except for your Health Scaling. At a mere 1102 Health at level 18, he will be vaporize just by looking at him. This is probably just some oversight though, so I will let it slide. You also forgot to include the Regeneration stats, but this is minor, so I will let it slide again. The real issues begin though with his Q.

The damage on this is so pitiful that it might as well be breathing on them. The 2 second CD doesn't help this spell case. At dealing 5 true damage level 1 (without AP), you are basically wasting mana at that point. Your scaling on your W is much better, and fits a long CD empower effect. Your E could use a better AP ratio to fit it, as AP Assassins like to build high AP and low defense, but these low scalings don't help much. Your ultimate could use a low AP scaling as well to help his Kit curve better with the more AP he has. Overall I give your stats a 5.5/10.

Mechanics: The first thing I notices is how redundant his passive is. That doesn't belong on his Innate, it belongs on his ultimate, since that's what it's applied to. The second part makes sense as an Assassin, except how it gives him Attack Speed to an AP character. That usually clashes unless he has on-hit skills, which he doesn't. His Q makes sense as a quick usage, low damage spell, but it does so little damage that it might as well not be there. If you stick with this theme though, I recommend making the CD less, upping the damage slightly (maybe 20/25/30/35/40 + (10% AP) with a final .3 second CD costing 5 mana?).

His W is very interesting and makes him a great assassin. Depending on the delay of the jumps, and how far he can jump, this can quickly cover distances and out juke his opponents. One of the better skills of this kit, and depending on how long the delays and how far he can jump may be OP. His E is okay, probably not the best type of skills suited to an assassin, but is fine for a CC skill. His ultimate makes a cool finisher kill, and with enough stacks from his Q can help take down some bigger tanks, but without his Q on a low enough CD, it won't be efficient enough. As it stands now, to get max damage from his ultimate, he would need to use his Q 5 times, which is 10 seconds. Too much time for an assassin. Overall I give your mechanics a 6.5/10.

Kit Originality: This kit isn't really anything ground breaking, but fun for those people who don't want something too difficult to play. His rapid attacks and W make him a cool assassin, able to deal rapid damage by rushing in and stopping the blinks, or saving the blinks and wasting potential damage. There isn't much here that I haven't seen before, but that's alright for creating champions. It's had to always make super elaborate kits like Azir andKalista. It was obvious you wanted his Q to be the center part of his kit, but when I saw this champion his W was the one spell that really looked interesting to me. Lightning champions have been done before, but your champion takes an interesting take by being fast moving based and avoided the cliché chain lightning skill. Overall I give your kit originality a 7/10.

Overall I give your champion a 6.55/10. There is a lot of potential in this champion, and maybe a better stat distribution and clarity will help a lot. Most of the flaws I see in this champion are small, except for a few, and those are easily fixed. I wish you luck on creating your champions and hope this review helps in the making! ~MangoMudkips
