I am presenting a more logical explanation for why I think he should get a visual over haul and different voice lines.

It all comes down to his identity change, I don't think Viktor would want to look like a ruler, because he identifies as a inventor, that's who he is, he cares nothing for granduer, "function over form" shows his preferences, so both his lore and an old quote shows that he doesn't care so I don't think he'd be wearing that cape thing, maybe if it had a function, but right now it's just for show. I don't know if he would remove his face since he only removes that which is distracting (unless it would be totally destroyed, but wouldn't he have fake skin rather than actual skin because of what he does to it constantly for repairs?), he kept his tastebuds and love of milk (I forgot what kind) because it's not a distraction in his eyes. I think he would consider the insecurity about his face a distraction and remove that, I also think he would keep the face because there are uses to being recognizable, people will be more willing to hear you out for an invention or idea, because you're recognizable as a person, I don't think he changed into a machine over night I think he was already partially there by the time he got into Piltover, and I don't think he'd get rid of his face because he got 'banished' to Zaun, he removes things like bitterness, and despair, he doesn't indulge them. I think he would still keep the face because he sees himself as a person, removing it would be... weird. I think he wouldn't see it as an issue to at least be able to see himself in the mirror in fact, he'd probably prefer it, and I do believe he would still have one(a mirror), because again he doesn't give into the darker things, and he would continue to maintain himself. (I suppose he could replace the mirror with a drone though.)

His voicelines aren't of a smart guy who isn't out to remove agency. They're of a tyrant who doesn't understand that the summoner might not be too impressed with what he's hearing, I understand if socializing's not his strong point, but you don't get into a piltover laboratory despite sounding like a total psychopath. Also I don't think he'd allow self destructive/sabotaging tendencies to remain, so there isn't a place for any of what he says. If anying, he'd talk about how superior he is because of machines and treat the match as a demonstration of what anyone he is with could have while perhaps taunting or offering 'helpful' tips (that wouldn't be tilting to hear...) along with special interactions with Orianna, because now she is a machine, but she is not happy. Maybe it's just me but I think Viktor would at least say something to her... I think he would ask Urgot why not go the rest of the way, since what's left is miserable and worn.

I know he isn't the most popular, and isn't ideal to play for anyone below Gold V, regardless this is was I think needs to be done to bring him in line and make him shine(more than he does when Faker plays him).

Side note: I know he argued with Jayce over whether or not to take someone's agency away to get them somewhere safe when dealing with the dangerous chems of Zaun, but he also respected a young boy's choice, which tells me that he thinks taking agency should really just be when a person's life is in danger, as with said chems especially since in a way their agency has already been robbed of them, it's not like you can slap them and they'll calm down, they can't, not even a choice of trying to calm down, thanks to an invading substance that is killing them. I'm with Jayce on this, but I understand Vik's viewpoint as explained above.
