From what I can see, this is what his abilities are:

Passive: His AA triggers a stronger 2nd AA which then triggers a powerful 3rd AA, then resets back to first AA, probably on a cooldown too.

Q: He can send his firefly's out to shield an ally. Shield cannot stack, so he can shield up to 3 allies at once.

W:: He can grab an enemy minion or small monster and pull it behind him then dashes forward, damaging other units in his way

E: He stealths himself temporarily and uses his 3 fireflys on the nearest enemy minions. when he exists stealth, the 3 minions with fireflys become ally minions. probably temporary.

R: He creates a portal-ish gate and passes through, healing all allys and controlled minions with fireflys on them.

seems like a very interesting support who has to take lots of macro management and ally posision-control in mind to play well. A high skillcap enchanter.

God i would love if he became real.

He can turn enemy minions into ally teemos, "balanced."

Just joking, the guy ^ up there explained pretty well though.

Seems to be:

Q) Shield the target ally OR shields all nearby allies, up to 3. Consumes 1 hexbug per ally shielded.
W) Use a nearby enemy as leverage to fling yourself in the target direction, dealing damage to enemies you pass through. (like a leap frog, I imagine its long range since you have to be near a target to use it)
E) Takes control of target enemy OR takes control of all nearby enemies, up to 3. Consumes 1 hexbug per enemy controlled.
R) Summons a spectre that charges forward, damaging enemies and healing allies in its path (like Hanzo's ultimate).
I) Attacks cycle between three amounts of bonus damage: first 1X, then 2X, and finally 3X (accompanied by 1, 2 or 3 hexbugs).

Not sure if hexbugs spawn like meeps, or maybe he always has 3 in the game and they return to him when they're finished doing what they were previously told to do. Maybe his basic attacks spawn them? (although his attack animations shown in the picture show him with 3 at all times).

To be completely honest, I would have rather had Morius than some of the more recent champions. He looks interesting and fun to play.

A champion who has to manage fireflies as they greatly effect his abilities. (Kind of like having 3 things of Ammo for his spells)

Sounds like and interesting concept ~~lets just hope he can survive the poles~~

His silhouette looks very Jhin, which is usually bad from the gameplay perspective, but that could just be a poor choice of idle pose. Look at some of the earlier concept art on the ArtStation page and with his very fairy-like ability theme, I feel like some of the other characters might have been more appropriate than the lanky fellow.

Okay, this is a really cool and interesting design! The kit, or at least from what I can gather, seems to be an interesting supportive kit that encourages a bit more of an aggressive playstyle which also is fairly interesting as well since most supportive champions are mostly passive.
