What would happen if an extra objective was added

...Say a secondary turret in the middle of tiers 1 and 2? to kind of discourage the early game fiestas. and instead of global gold, it would instead delay minion spawn of the enemy team by 1 second for each secondary destroyed? would this create diversity in the way lanes are farmed pushed? would this delay the game too much to the point of 50 - 60 minutes every game ( wasnt there a time where the average summoners rift was 45-60 minutes?)? or would it actually allow for a decent laning phase instead of constantly being afraid to step beyond river at level 3 to to find a level 6 lee sin waiting for me (exaggeration for sure)
