Selene, The Light of Piltover
Hey, I'm finally finished with Selene. Shes gonna be hard to balance, so I need some reviews. Thanks :)

Growing up in Piltover, Selene had always had a deep fascination with hextech technoloy, some thought she would even become a prodigial inventor, but it turned out she was a lousy one. The things she made either wouldn't work, or were mimics of other inventions. She wanted to learn how to make things with use, so she set out to find a teacher. Time and time again, she was kicked out of labs and schools for being unable to learn.
One lab didn't kick her out immediately, but unfortunately, she went there at the wrong time. The lab had recently had a rare arcane crystal stolen from it and her mentor wasn't really paying much attention to her. Selene knew how her mentor was planning on getting revenge, and she wanted to help. Selene watched how he built his weapon and tried to replicate it's hardware. After many failed attempts, she got something that worked... mostly. She had built a lance that could transform into a rifle, but there was a problem. The small amount of electrical wiring kept shorting out and it was unable to transform. She had to manually move all of the parts and she would occasionally get shocked while doing so. This gave her an idea.
She planned on making the lance able to absorb static electricity from its surroundings and release it when she attacks. Selene researched day and night for weeks, then for a few more weeks, she worked on fixing it.
When she was finally done with the weapon, she went to tell her mentor, but he was not in the lab. She had missed the raid by just a few hours. She didn't want all the work she had done to create her weapon to be meaningless, so she decided to join the League of Legends to help her mentor protect Piltover.

Abilities: Passive: Shock Shield:
Whenever Selene is unable to move, she gains a shield that blocks 30/45/60/75/90/105/120/135/150/165/180/195/210/225/240/255/270/285 (+10% AP) damage. This shield lasts for the duration Selene is unable to move.

Selene thrusts her lance forward in a short skillshot, dealing 70/110/150/190/230 (+25% Bonus AD) (+60% AP) Magic Damage and marking the enemies hit for 3 seconds. Hitting a marked enemy with a basic attack slows them by 25/30/35% for 1 second.
Rifle: Cost: 45 Energy Range: 750 Units Cooldown: 7 seconds
Selene fires a skillshot that travels through units, dealing 50/85/120/155/190 (+60% AP) Magic Damage to all champions and 75% to minions. The first enemy hit is marked for 3 seconds. Hitting them with a basic attack stuns them for .75 seconds.
W: (no names yet) Lance: Cost: 95 Energy Range: 350 Cooldown: 10/9.25/8.5/7.75/7 seconds
Selene dashes to a nearby unit, dealing 50/85/120/155/190 (+25% Bonus AD) (+50% AP) Magic Damage to the unit she is dashing to if it is an enemy, and 75% to all other enemies dashed through. If she dashes to an allied unit, they get electrified and gain 10/12.5/15/17.5/20% Movement speed boost for 2 seconds.
Rifle: Cost: 95 Energy Range: 350 Cooldown: 10/9.25/8.5/7.75/7 seconds
Selene's rifle shoots with extra power, knocking her back 350 units and sending a beam of electricity in a skillshot, dealing 30/80/130/180/230 (+30% AP) Magic Damage and knocking back the first enemy hit by 100 units.
E: Lightning Rod/ Thunder Storm: Lightning Rod: Cost: No Cost Range: 300 units Cooldown: 15/13/12/11/9 seconds
** Lightning Rod**: Selene calls down lightning from above to strike her lance, restoring 45 energy and stunning enemies in the radius for 1/1.25/1.5/1.75/2 seconds.
Thunder Storm: Cost: 45 Energy Range: 300 units (first click has to be in that range, second can be out of it) Cooldown: 14/13/12/11/10 seconds
Thunder Storm: Selene shoots her rifle into the air, causing lightning to strike the ground in a 700 unit long line using the click-and-drag targeting system (like Rumble's ult). This deals 50/65/80/95/110 (+65% AP) Magic Damage and slows enemies hit by 40% for 2.5 seconds.
R: Static Absorbtion/ Static Release: Range: 400 units Cost: 250 Static Charges Cooldown: No Cooldown
Passive: Static Absorbtion: Selene's Lance will gradually absorb static electricity from around her. Selene gains 3/4/5 Electical Charges per 10 seconds and an additional 10/15/20 per basic attack. Max 250 Charges All Electrical Charges are lost upon death. Selene can not gain Electrial Charges while using her rifle. **Active: Static Release: **Once Selene has 250 charges, she can activate this ability to make an explostion of electricity come from the lance, dealing 100/200/300 (+ 65% AP) and knocking enemies back 525 units. This consumes all Electrical Charges and resets all cooldowns. After this, her weapon transforms into a rifle for 16/20/24 seconds. During this time, Selene's basic attacks gain 325/350/375 range, Selene gains 30/40/50 Ability Power, and her abilities are altered during this time. Selene can activate this ability again while she has the rifle to change it back into the lance. Selene cannot gain Electrical Charges while she has the rifle. Changing back does not reset cooldowns.
Gameplay:
In Mid and Top Lanes:
Pre-6, if she is against a ranged champion, she can get beat up in lane from her lack of range. Her passive helps with this somewhat. She will take less damage from trades against champions with stuns, knockups, or snares. This also helps with ganks from the enemy jungler. Against melee champions, she can be a lane bully. You easily win trades with your W, E, Q, AA, combo. Level 6 is a huge power spike for Selene. She can inSec the enemy by using her W to get to them, then ulting. from there she can follow up with a Q and basic attack to stun them under her own tower. A good combo after level 6 would be: W, E, Q, AA, R, Q, AA, E, W. Much like Jayce, if you get your full combo off, you can 100-0 nearly anybody, but people usually won't allow you to do it.
In Team Fights:
In teamfights, Selene can't be ignored, even if behind. Her ult is like Like Janna's, except it deals damage and makes her ranged. It pushes enemies slightly out of her basic attack range while in her ranged form. Her abilities will deal damage, even if she is behind, because of the additional AP her ranged form gives. With high AOE damage and decent single target cc in this form, she can lock down the squishies while dealing damage to everyone else as well... unless she gets killed first. If Selene is ahead, she can be even scarier for the enemy team. Although, if she can't combo she becomes much less of a threat.
Items: These can be really odd for Selene, because she benefits from building Attack Speed, AP, and AD. I would personally build her with these items:
Starting Items: Depending who you're against, an

gives AP and AD and it also gives her Lifesteal and Spell Vamp for better sustain. I would go with this item if you plan to build her with more AP.
The Attack Speed really helps build up her Ultimate. The passive is great on her as well. It stacks with her AOE. Plus Electricity...
Same reasons as Hextech Gunblade, except this passive helps you with extended fights. Plus if you can get your full combo off, this will give you much more AP and AD by the end of it. I would go with this item if you plan on going more AD.
Yeah, the item that gives you more AP the more AP you have. This item is amazing if you plan on going AP. Your abilities deal tons of damage.

Appearance:
Selene is medium-height and looks to be in her mid 20's. She has bright blonde hair and her eyes are a bright blue. She wears armor that looks similar to Jayce's armor, except not as heavy so she can move faster. If anybody wants to make some concept art for her, they can, and the same with ability icons.
Skin Ideas: Crimson Elite Selene: Selene is wearing a black suit with red and gold armor. Looks very similar to the other Crimson Elite skins. Full Metal Selene: Like the Jayce skin, she will be in a shiny metal suit with blue details.
