I wouldn't complain about remakes if this happens....

Games starts someone afks you remake? No problem. have a button that says "rejoin queue" for those that didn't afk and wish to have shorter queue times so that way those players will have "priority in queue" for the teams to fill up so they can play the game they were supposed to. Just a thought. Haven't really thought this over comment below any possible abuse or how stupid this might go in reality
