I Have a theme when purchasing and/or using champions and I was looking for one that meets these specs. As far as kit I don't care much but I do prefer CC and movement speed over damage or sustain when jungling. Just an Idea, Thanks!

Rumble? No hard cc but shields and slows with a little movement speed. No mana too. 
They are making rumbles Q do full damage to monsters in the next patch. So there is that.

Kennen in the jungle???! I don't want a champ that could work, I want one that was built for the jung. Is kennen jungle a viable, legitimate choice? or even Rumble for that matter. Aren't they too weak for the jungle damage.
So, are you looking for a REAL champion that REALLY exists in League, or do you want us to invent one? Because they Yordle maneless champs are NOT junglers
