Volibear Update

As Volibear is currently a very sub-par champion in terms of visuals, gameplay and variety of strategy I feel like a rework is to be expected soon, so here are some of my ideas:

> Passive: Ursine Tenacity: As Volibear loses health he gains rising +HP/s depending on how long he fights for. Dropping below 30% of maximum health grants volibear 40% Tenacity and makes him immune to fear for 4 seconds.(70s CD) .

I have intentionally not added exact HP/s because I don't know what is appropriate since items now scale off of base health regeneration.

> Q: Rolling Thunder: Volibear is empowered by a surge of lightning, increasing his movement speed by 60% for 4 seconds while ignoring unit collision and being immune to slows. His next basic attack deals double damage and flips target unit backwards. Range:320

As the base of the spell was good in itself it just needed some upgrade in my opinion. > W:Thunderclap: Volibear smacks his paws together in an arc per arm, dragging all units within along and smacking them together in the middle, stunning them for 1 second while dealing 30/60/90/120/150(0,1 max hp) plus 5/6/7/8/9% of their missing health as physical damage. Arc: r=250 range

Point and click abilities are harder to balance so I changed it to AOE, think Rengar Q+Zac Q with some flavour. >

E:Call of Thunder: Forms 4 lightning orbs around the target lasting 5 seconds with effects depending on hostility of the target: Ally-cast: Target gains 10/15/20/25/30% damage taken reduction and it´s next 4 attacks consume the orbs to deal additional 20/40/60/80/100(0,3 AP) magic damage and displace enemies hit. When cast on yourself, damage dealt by Call of Thunder is dealt to nearby neutral and epic monsters. Enemy-cast: Target´s attacks consume orbs, making them explode and slightly knock back their allies while dealing 30/40/60/80/100(0,3AP) magic damage per orb. Cast Range:500 Knock Back Area:300 across

Ultimate needed a change since in its current state it is not impactful at all and doesn't feel "ultimate". > R: Lightning Rod: Self-Cast: Lightning strikes Volibear cleansing him from all debuffs and empowering him, increasing his attack speed and movement speed by 30/40/50% for 5 seconds. If Volibear is under effect of Call of Thunder when Lightning Rod is activated, all of Call of Thunder´s damage is dealt immediately and roots enemies within 300 range of Volibear for 1,2 seconds. Enemy-Cast: Volibear turns enemy into a Lightning Rod for 10 seconds, making them be struck by lightning every time they are hit by Call of Thunder´s damage while Suppresing them for 0,5 seconds.

Note: I´d like the E cooldown be set up in a way where maxed out E with 40% CDR (5 second CD) would fit 2 casts(if perfectly used) to fit into duration of R(10 seconds)
