The new Phase Rush sounds so OP on singed.
One fling + w + q proc = a shit load more MS for an already hard to catch champion along with slow resist.

This seems like it would be pretty good to me. Depending on what the last inspiration keystone is, it could be better.
Go predator and zoom into teamfights
Electrocute/phase rush..if an enemy has your Q on them, auto+e chunks them or gives you a burst of speed worth slow resist.
Potentially grasp for lanes you can't proxy.
Predator helps his engage.
Arcane comet has some potential - something else to distract anyone trying to chase you.
Glacial Augment has a lot of potential to make you stickier/more slippery - and singed already likes Righteous Glory.
Summoner specialist could turn out to be ridiculous for smite or exhaust and swap to teleport or flash - or not. It's really hard to read that one.
It's true that there's no definitive "Must Take" for him like there are for other champs - but he's far from the only champion with weird options.
