Toby - The Silver Shroud (Agent Champion Spotlight, Piltover Adc)
As for the final champion concept I am making, I wish to make one off an adc idea I had for a while. I wanted this Adc champion to feel more... three dimensional, like Jhin, unique to play as for an adc. Anyway, here is everything about this final champion concept of mine.
Lore: Toby was once a student to a professor in Piltover. Over many years, Toby helped his professor with creating ideas for new inventions, but he wasn't as interested in technology. Toby would normally go out on his own around Piltover, until one day, he came across a group of thugs that came up from Zaun to steal, in order to sell parts for their own benefits. The thugs tried to steal a local inventor of their projects, which Toby did not hesitate and took on all the thugs at once, even though he didn't receive any fighting training, but his quick reflexes proved useful. Upon his return to his professor's lab, it was burnt to the ground, as the rest of the toxic flames were being put out. Toby then knew what happened due to his actions against the thugs, they were a part of something bigger in Zaun, working for a bigger figure. Out of his own guilt and intolerance towards the Zaunite thugs, he traveled to Ionia over a long journey, to train how to fight hand to hand, but he knew that wasn't enough against all the thugs of the large group, steeling up in Zaun. Four years later, Toby returned to Piltover, and hired an inventor to make him firearm equipment to his disposal. The secret weapon, was a small pistol-shaped weapon, which Toby saved a special gem, given to him as a memo from Ionia for his visit. The power surging in the rock gave him the thought, he could use the power given from the rock to his aid. Now, he wanders the streets of Zaun, tracking down and hunting Zaunites who dare cause dysfunction to everyday life in Piltover.
Design: Toby is a man in early adulthood, around the age of 16 when he left for Ionia, adding up to 20 years upon his return, and the one year of his current assassinations adds up to him being 21 years old. Toby wears a Jacket made of Ionian silk in a silvery color, with clamps and other accessories to his jacket from Piltover. He has black hair and blue eyes, but wears shades.

Passive - Army of One: *Toby wields two Hextech Voltsprayers (A hextech version of SMG's), allowing him to have up to two targets to auto attack. *Toby alternates switching targets to auto attack between his left and right gun, a black and white sided icon hovers above Toby's head that indicates which gun will change aim (Black is the right gun, White is the left gun). *When attacking one enemy, Toby has regular attack speed, but when attacking two separate targets he gains 75% more attack speed as he alternates shots between the two targets. *If one of the target enemies leaves Toby's auto attack range, he will still have that enemy marked, and will continue auto attacking them when they come back into his auto attack range (unless he changed targets with that gun).
Q - Evasive Assault *Toby makes an evasive maneuver for 0.75 second while continuing auto attacks. *The ability is a dash over a very short distance *Toby is completely Invulnerable while using the ability, but if he successfully passes through a skillshot with the ability, he heals for a flat amount, and makes him deal 20% bonus damage to the enemy champion whose ability he avoided with the q. *Auto attacks sent out during the ability have 100% crit chance. *He cannot avoid Ultimate skillshot damage, but he still gets the bonus attack damage benefit. *The key can be held to cast the first part of the ability, but will make him slide across the ground after the evasion attack, which the slide cancels his auto attacks and makes him vulnerable, but it's a farther dash in the same direction he dodged. (Useful for dodging slow moving, but devastating skillshots.)
W - Disarm, Disable *Toby dashes up to and grapples a target enemy, arm-locking and throwing them to the ground stunning them for 1 second and decreases the damage they deal by 15/17.5/20/22.5/25% for 3 seconds. *Toby automatically locks both his auto attack targets on the enemy he hit with the ability, while increasing his attack speed by 50% for 4 seconds. (His only form of cc, use it wisely.)
E - Guarded Fire *When casted on himself, Toby decreases the damage he takes by 15% and switches his guns into an Assault Rifle for 4 seconds, which can be recasted to fire a hextech bullet in a straight line, damaging the first enemy hit, and has a .5 second cooldown. *When casted on an ally, he dashes to the ally and "attaches" himself behind them from enemy range while reducing the damage the target ally takes by 15%, he can only stay attached for 4 seconds, but isn't invulnerable for the duration while he is attached (He isn't Yuumi), but still gains the Assault Rifle stance for the duration. (Useful for tagging with Supports such as Braum, Leona, etc.)
R - Heaven Eye Hell *Toby pulls out his deadliest weapon, a Pistol infused with the Ionian rock given to him, and fires an enchanted bullet in a long, narrow, straight line. *The first enemy champion hit takes high damage, which the damage magnifies based on their missing health. *Can be used while using his E, but not his Q or W. *Once the ultimate is at max rank, Toby can choose one of the three upgrades for it. 1: Brackern Barrel - Unleashes an aoe explosion from the first target hit, dealing damage to all opponents in range, but the damage doesn't increase further other than for the originally struck champion. 2: Hextech Eyeseeker - The skillshot "homes in" slightly on the closest enemy champion near its range (demonstrated by a wider hitbox). 3: Zaunite Piercer - The skillshot now deals 1000 bonus true damage to the first epic monster, dragon, herald, baron, or elder dragon struck, the bonus true damage doesn't apply to enemy champions.
