Hextex Revolver (1200) + Fiendish codex (900) + Aether Whisp (850) = NEW ITEM (combine cost 550 or 450 Total (3400 - 3500) +105 AP 10% CD 5% MS UNIQUE Passive: Dealing Magical damage heals for 15% of the damage dealt. This is 33% as effective for Area of Effect damage. UNIQUE Passive: 30% of damage taken is dealt as a Bleed effect over 3 seconds instead OR UNIQUE Passive: On hit damage from the Hextex Revolver

You absolutely need to make it mutually exclusive with Gunblade. Beyond just the normal disincentivizing of Hextech-exclusive passives, they need to be like the Hydras - never able to be bought at the same time. And that just stops Akali, Morde, and Kat from abusing it. You don't actually stop Vlad, then.

Spellvamp is no longer a thing solely because Vlad exists. He's busted as fuck when it does exist, so it's not allowed to exist.

No. They removed spell vamp specifically because it created unhealthy gameplay because of the healing from mages with burst and the sheer sustain it allowed for tanky mages. They don't need to reintroduce it and make it more cancerous.
