Idea of Releasing Legacy(Victorious, PAX, Etc) Skins

So, I find it fair and unfair that Riot has not released such legacy skins as stated above in the title. PAX and Victorious skins are legacy skins which I understand but even when you open the vault, we still cannot get them. With Victorious skins, I feel that when someone reaches gold, they are able to purchase only 1 Victorious skin being any one they want. These skins would be priced at 1850 RP since they are legacy skins. These skins also would ONLY be available for players who are in gold and up and be open for purchase ONCE for every gold and up player. So when someone reaches gold, they get a page saying they can buy 1 previous Victorious skin that was available in past seasons. They can click accept or decline and if they click accept they will be in the store and once said person buys their 1 skin, ALL victorious skins disappear from the shop.

Onto other Legacy skins such as PAX and other super rare skins. My only suggestion is that riot has 10 raffles a year on getting very exclusive legacy skins such as PAX and other skins. If anybody can suggest any other ideas, I'm open to talk on this topic. Lets make this happen!
