No, they cannot. And if you think it's "pretty stupid", then why do it at all? Riot sells skins and champions to keep the servers up, to pay employees, to generally make money instead of losing it.
You wouldn't just be tossing product out at a 90%+ discount, product that is not easily replaceable and is hard to resell that you would dumping out for mere Quarters, but you would also be heavily dissuading people from ever buying it outside of that sale.
I wish Hershey's had a day where they gave me free chocolate tbh.
Every day or every 4 months is basically the same thing - you just buy a ton of skins for practically nothing.

Honestly, I'd direct this question more to the client discussion board next time, but the main issue with your point is that in a way, they already do. When the "your shop" pops up with those 6 unique-to-you sales, they're offering you heavy discounts on no less than 2 of them, regular discounts on 2 others that aren't already discounted in their store, and (usually) 2 discounts on legacy content that won't even be in the store. This can also bundle champions you don't own yet, that Riot feels are similar in playstyle to your other most played champs. And these sales, coincidentally, are usually about every 4 months.
Asking for something that ludicrously cheap is a little much...it would hurt the overall state of the game in the long run. After all, the purchase of RP is an active investment in an otherwise free-to-play game.
