Champ Concept: Harri, the Great Magician

Lore: The elf is a magician of the magical circus "Pale Moon". He is a genius whose talents bloomed early, and it is said that none has witnessed such genius since "Robert", an outstanding magician of the era. Despite his look, he is in fact in his thirties. His companion "Pop" is the legacy of his father who had been a dragon tamer. The true identity of "Pop" is a massive dragon, but it was sealed into the form of a pigeon by Harri's father to restrict its mighty power. The seal could not be removed by Harri at this stage, with the meaning as a test a father given to his son. Because his talents bloomed too early, he has developed an arrogant personality that "seek amusement without considering others". Even so, on a performance tour, he met "Chrono Dran" who acts more out of line than him, and the encounter changed him a lot.

Abilities:

Passive: Showmanship Every time Harri uses an ability, his AP increases by 5% for five seconds. This passive stacks 3/4/5 times.

Q: Trick shot (12/11/10/9/8 second cooldown)

Harri fires a skillshot in the target direction that deals 20/30/40 flat magic damage and bonus magic damage equal to 30/32/34/36/40% of your AP.

W: Magic Hats (2 second cooldown on hat play, 20 seconds at all ranks for gaining charges)

Harri places a Magic Hat at a target location in an area around him. He can place up to 3 magic hats at a time. If he moves onto one of these hats, he will appear out of the nearest hat, and will not be able to travel through hats for 4 seconds. He can also fire skillshots into magic hats, and they will emerge in a target direction out of the nearest magic hat to the one that received the skillshot. Each hat will last for 10/15/20/25 seconds.

E: Soul Pop (15/14/13/12/11 second cooldown)

The top of Harri's staff inflates for 5 seconds, carrying him up into the air, rendering him immune to traps. During this time, he gets 20/25/30% increased move speed. At the end of the five seconds, the top of the staff explodes, dealing magic damage equal to 10/20/30% of all enemies current health, though it deals 3/4/5% less damage to enemy champions. If Harri travels through a magic hat while flying, it will immediately explode after the blink.

R: Fantastic Performance (120/110/100 second cooldown)

After 2.5 seconds, a hat will appear near every champion, including Harri. The map pulls back for Harri, and he selects any hat to travel to. The ult will cancel upon not picking a hat within 5 seconds. Upon arriving, he will deal magic damage scaling with 80/90/100% of his AP. Reactivating his ult will, if used within 5 seconds, teleport Harri back to his starting location. In addition, during this time, all champions can use Harri's hats.

Friends: Chronodran, Prana (sort of), Maja, all other pale moon units.

Allies: Chronojet Dragon, Nightrose

Nidalee: That's a neat party trick you got there! Teach me?

Warwick: you poor thing...

Soraka: You know, I've seen a lot of things with Pale moon, but never a celestial goat-lady.

Just one thing that annoys me; we have people named Aatrox, Yasuo, Veigar, Karthus, why would the name of a famous and powerful magician be Robert? xd

Reminder: I don't focus much on numbers. I think as long as the intention of an ability is clear (burst tool, poke tool) it's better to talk first about eventual gameplay problems and later about math problem.

Misc: Bumping doesn't help when the OP does it, as it gets ignored and might even recieve backlash.

Lore: Where have I seen that... I don't think there is a problem in rewriting Harri to be native to Valeron as his ties don't seem that specific.

Passive: Even more ridiculous than Nightrose as he doesn't have a requirement to gain a power boost and gets rewarded for using abilities. Being a stage magician a passive that would encourage or interact with flashy plays or something of the like might fit.

Q: Apart from the numbers a rather basic skillshot...

W: Considering there is no HP or duration given I assume they are permanent until new ones are summoned, which does have problems concerning counterplay: Currently you can have one hat in lane and one near base and travel between them. There also doesn't seem that much purpose in summoning more than one as two are easier to manage.

Landing skillshots with this sounds really hard as, from what I understand, the skillshot travels in the same direction you fired into the other hat, making it predictable for your opponent. I feel like making the effect more controlled (Q after hitting a hat, can be recast like Viktor's laser from another hat/choosing a hat to jump you in a certain range), but counterable (hat destroyable, hat with Q glowing etc.) would make this more interesting to play against and with.

E: Immunity to traps is very specific making it hard to balance, since you have to balance for the worst case (one ability of the enemy is countered) even if most of the time this effect will be fairly useless. Don't really understand the connection to a stage magician here.

R: With Pull back you mean cinematic view like Jhin or Xerath? Considering the range this wouldn't look that good. A teleport (TF ult), a strong AOE, a return (Ekko ult) and even the option for allies to use the hats (how they can use them isn't explained though) does sound rather overloaded. You should focus on one aspect his ult should accomplish and go with that, because currently it seems disconnected from the kit with having no clear synergy.

The Ult would be too op imo (too much damage), otherwise its viable if riot sees this.
