[Champ Concept] Hartley, the Chords of Woe
Hey, A while back I remember reading, when Bard
just came out, that someone really liked him because he played a lot like a minigame, (I think they compared them to Mario Kart, running around and collecting items and whatnot.) So, that in mind, I thought "Hey, that's a cool idea! I wonder if a champion could be made based off other game-like elements?"
So, after about a week or three of sitting on this and chewing on this idea, here he is! (I drew a really crap MS paint drawing of his abiliities, to help visualize what they do.)
Hartley, the Song of Woe

Hartley, the Chords of Woe is primarily a support, but can be played as a mage in the midlane with some success. As a support, he boulsters his allies with long range buffs, and brings out strong cc if played in tune with his team.
A musician all his life, he was one of seven musicians on board a ship en route to the Shadow Isles, which much to it's demise had run adrift and eventually marooned. Where others had panicked, Hartley maintained his poise and with it the integrity of the ship's command, but could only keep calamity at bay so long. Slowly, all but Hartley lost hope of rescue, until it was only him. Rather than give into the Shadow Isles, as so many other's had, he soothed them; calming and swaying the spirits of the Isles with his song. When a search party eventually, came, he was found alive and, to everyone's surprise, untainted by the magic's that haunted the shores.

Abilities
- Passive: Rhythm
Hartley forever plays a song on his Cello, and gains benefits as the song goes on.
Hartley alternates between a Strong Beat and an Off Beat every second. Hitting enemies with abilities, as well as basic attack's on Strong beats deals an additional 5 (+1 Per level, max 23) magic damage on hit, and grant's one Note. Hartley gains 0.25 AP for every 4 Notes. He can have up to 40 (+20 Per level, max 400) Notes. At max Notes his Mana regeneration is doubled. Rhythm applies on the start of a spell's cast or channel, so if Hartley starts casting on a Strong Beat all projectiles hit as a strong beat.
Hitting an enemy with abilities or basic attacks on an Off Beat consumes all Notes and deals 5 Magic damage on hit, +1 per every note consumed, and puts Rhythm on a 45 Second cool down.
Silences, Knock-ups, Stuns, and Suppression puts Rhythm on a 15 second cool down but does not consume any notes.

Hartley plays a song out, empowering allies and cursing enemies.
Hartley channels a song long and wide cone for 2.5 seconds, firing 3/ 3/ 4/ 4/ 5 waves as part of a song in succession. Waves stop on the first champion hit but champions cannot be hit more than once: Allies are given a 30/ 40/ 50/ 60/ 70% Movement speed buff decaying over 1.5 seconds. Enemies are slowed by half that speed for 1.5 seconds. When cast on a Strong Beat, allies are immune to slows for the duration of the speed buff, and enemies are rooted instead.

8 Mana per second + 1 Note per second, 10 second Cool down
Hartley spends notes of his song to heal and protect those around him.
Hartley channels and plays, spending 1 Note per second to heal himself and the 1/ 2/ 3/ 4/ 5 closest allies for 8( +5% AP) HP and mana a second. When cast on a Strong Beat the cool down is halved and allies are healed for an additional 20% of the total amount restored.

70 Mana, 7 second Cool down
Hartley plays a tune that pulls on the soul, dealing damage.
Fires a thin, short skillshot that tracks the nearest target before hitting. If the spell has no enemy to track at the end of it's range, the projectile fades. Hitting deals 40/ 70/ 100/ 130/ 160 (+35% AP). If cast on a strong beat it deals an additional 4% of the targets max health as magic damage.

100 Mana, 120 Second cool down
Hartley's ultimate alternates between Song of Woe and Discord, with his Rhythm's STrong Beat and Off Beat, respectively.
Song of Woe:
Hartley summons his seven concertos in spirit to play his greatest song. Hartley becomes untargetable, and creates an 1100 AoE for 4 seconds, where all enemies are dealt 10/ 15/ 20 (+35% AP) magic damage per second, are slowed by 10/ 25/ 40%, and lose 10% Attack damage and AP. All allies within the area gain this lost AD and AP for the duration +1/ 2/ 3 Seconds.
Discord:
Hartley plays an off note and snaps a string on his Cello, firing an extremely fast yet short range projectile, dealing 100/ 200/ 300 (+100% AP) True damage to the first champion hit.
