Halarak,the lich lord

Good day, for today I prepared for you a concept called Halarak,the wither.

Lore;Halarak was one of the best mages of Noxus who was famous for his love for withering spells and drain souls from enemies.After his death at the hands of a Demacian sword bearer,his body was sealed at his command in a sarcophagus.In one night, one thief decided to steal the body of Halarak in the place with his gang for the purpose of trading in black markets, but was intercepted on the way to Bilgewater by bounty hunters who in turn killed the thief himself and his gang and sent the body to Shadow isles.After the body arrived at the place it enveloped the black magic soaked in this damned land and in the end assessed it in the form of a dried lich.Now, Halarak wanders to Shadow isles in search of uninvited guests.

[PASSIVE]wither;every skill or autoattack creates additional magical damage and heals Halarak by 5%.

[Q]stranglehold;At a certain distance,Halarak summons a bone arm from under the ground to inflict magical damage and immobilizes the enemy.

[W]curse of the lich;Halarak restores 30% of missing mana in exchange for 30% of maximum health.

[E]desiccation;Halarak searches out the enemy for a certain distance, inflicting magical damage and restoring oneself from an unsuitable reserve of health.

[R]soul drain;Halarak begins to take full force from the enemy health at an average distance causing magical damage. The enemy who has less than 40% of health receives the draining effect which causes the enemy to spend a lot more mana.

that this concept turned out to be a little small, but I gave the sense of the champion.......need everyone and everything sucks!!!XD
