By that I mean do you ever add any additional things to a skin that would make the skin better looking, almost like a rework to a champion's abilities?
For example, I think Shadow Prince Malzahar would be LOVELY with gold particle effects on his passive, Q, W (gold voidlings!) E and R. Would it be possible to see changes like that, which would make a complete addition to the skin?

This actually isn't something that skins team would handle, but rather champion update. That said, particles generally are not updated unless we're doing a larger scale champion update, such as Taric, Tristana, or even the Morgana update we did earlier this year.

At this time, we do not have plans to update existing skins and add particles, recall animations, etc. to them.
They've done this in the past, but aside from an across-the-board update that all the skins get, adding new things could bump up the price tier and seems to be something they avoid.
I'd suggest hitting her up on her ask.fm page or twitter. She does read the forums, but asking there guarantees she doesn't miss it.
