Question about Victorious Graves and Victorious line

Hello, this is a little tough, but I have to start off by saying that Victorious Graves sucks, no offense. Contrary to popular belief, getting to Gold is tough for the vast majority of the player base. It requires grueling and tough grinding, long hours, and oh so many rage episodes. So my question is that, how does Riot value Victorious skins above normal skins? I get that Victorious skins do not cost anything for the players and maybe that fact alone decides how much effort and money is put into those skins. This year's victorious skin is legitimately not worth all the blood, sweat, and tears players put into getting that coveted G5 rank. It, at all, isn't worth it. So my second question is, If Riot does value Victorious skins less than normal RP bought skins, isn't it more reasonable or more profitable to make some of the dankest skins for these rewards so players keep coming back and spending more of their hard earned cash on this game? I just need some insight into why Riot thought this poor excuse for a 250RP skin, this absolute physical embodiment of the phrase "uhhhhhhhhhh," this tiny speck of dust trying to fill the enormous holes the season's grind creates in our hearts, this thing that look like the love child between a potato and a bad Elvis impersonator, was at any point a good idea.
