Champion concept: Tagert: the desperado

Decided to make a champion concept based on a comment by the user "Gallowgrim" on a thread about getting more music based champions.

Lore:

Little is known about James Tagert outside of myths and legends, the fact that he never stays put for very long only adds fuel to the already plentiful rumors that seem to follow him no matter how far he travels. Some claim he's an outlaw, running from his past crimes, or that he's already dead, and what people are seeing is his ghost trying to stay one step ahead of the chain warden. Others claim he's not the one running, that he's looking for something, or someone, though what his plans are if he ever ends his search, is said to range somewhere between earning his rest, and ushering in the end of days. Few dare to ask him his story, maybe because of the cold steel of the pistol he always carries and the colder look in his eyes, or maybe they just think themselves better off not knowing.

There are those that claim to have heard him play the guitar that resides in the case he carries on his back, when they reach their lowest and even the steady flow of drinks can't quell their thirst they hear a melody that they can only ever describe as haunting, and accompanied by the feeling that if they listen too long they may lose their soul to it. Though when they bring up the music to others no one else seems to remember him ever being there. The instrument itself is as mysterious as the man who plays it, seeming to be a living thing all its own, or a vessel containing some dark and ancient magic, which is unleashed upon the world whenever it's strings are plucked.

Whatever goals lie ahead of this grim musician or whatever dark past rests behind him seems to have lead him to the institute of war, and the league of legends, his reason for joining is anyone's guess.

hidden passive: Crossroads: when there is an enemy thresh in game he does not drop a soul, but his guitar does.

Passive: High noon: hitting an enemy first in a fight causes the target to bleed for 4% of max health over 3 seconds, magic damage, cannot occur on the same target more than once every 6 seconds.

Q: Dissonance: sends out a wave of sound in a lined skill shot, marking enemies hit for 3 seconds, marked targets take bonus damage from the next auto, consuming the mark, auto attack reset. W: Elegy: sends out a cone of sound waves, damaging enemies based on missing health E: Resonance: Gains bonus movement speed and grants the same buff to a nearby ally R: Dischord: For 12 seconds high noon applies to every auto as immediate damage
