New idea to help stop 4 v 5 games

So my idea is this: When a player has been gone for lets say 3 - 5 mins your team can start a vote and if it passes then you can get players from a afk queue. What is this afk queue? It would be a queue that people would go into and would take over for afks. Also the reason why its a vote is that way it doesn't take over people who are coming back and their team is willing to wait. If a player gets kicked in this way then they are removed from that game. One way you could use this queue is for even punishing afks as well thus making it so they have to help other teams with the problem they caused at some point. I know I would queue up at least sometimes to help a team for this and I could see a IP reward being added for those who do this willingly This would be used in mainly ranked and I don't think it would ever be outside of ranked.
