Kit Concept: The concept of this champ is to create an area or "World" where he is powerful and where all his power is, having a similar play style to say Illaoi, Azir, or Heimer where power is more relative to placed areas or objects then pure skills or attacks that comes with you.

Character Concept: A very prideful man who thinks he is lower then no one and higher then everyone, he is the King of Kings and rules over all.

Attack: (Minions) I guess some warming up will do. ; Know your place Minion! (Champions) Is this the best the world throws at me? ; This is no battle, this is an execution. (Buildings) I shall lay siege to this structure! ; All buildings crumble at my very command! Taunts: Bow before your King! ; Kneel! ; Do not think you are greater then me! Jokes: Kings have no need to make jokes..... that's what the royal fool is for. ; Where is that Fool of mine, he'll tell you a joke worthy to make a king laugh. Special Interactions: (JarvanIV) Tis will be a sad day in Demacia when you inherent your fathers throne. (Lissandra) You will make a worthy Queen of not just Freljord, but of the world. (Swain) You may be a brilliant tactician Swain but your armies do not fight battles, the perform executions.

Role: Primary - Fighter/Bruiser; Secondary - Tank

Attack: Melee with a Scepter or Bastard Sword

Appearance: Large man wearing a sort of golden armor you expect from a King who fights at the front lines

Passive (Edict): You're basic attacks mark the first champion you hit to be executed, you deal an additional (2/2.5/3/3.5/4/4.5/5)% increased damage to them, increasing at lvls (1/3/6/9/12/15/18), and when you kill them you gain a permanent increase to your max Create stacks, health, armor, and magic resist (10 health & stacks and 2 armor & Magic resist). This mark disappears upon death and can be reapplied upon your next basic attack, alternatively every 2 minutes (starting at the 4 minute mark) you can reset the mark to reapply it on your next basic attack. Upon death of the marked champ you also gain 25 stacks of Create.

Q (Royal Execution): After a slight delay (Think Mega Gnar W) you deal 50/100/150/200/250 + (50% of Total Ad) in an area in front of you (about Sion Q)

World Boost - While within World you deal 1% increased damage for every 1% of health that is missing

Cost: 25 Stacks

Cooldown: 4

W (Decree): Can be cast on either Enemy or Ally. On Enemy cast Declaration of War Activates; on Ally cast Temporary Alliance Activates.

Declaration of War - Marks the enemy so for the next 3/3.5/4/4.5/5 seconds you are healed for 1/2/3/4/5% of the damage dealt by you as long as they are within range (I'm not good at distance numbers but think Morgana ult) and are revealed to you (invisibility effects breaks this)

Temporary Alliance - Grants you and target ally a temp shield of 60/70/80/90/100+(10% max health) for 5 seconds for as long as they stay within range (same distance) while this is active you can activate again to heal the ally (10/20/30/40/50)% of what is left of the shield and end the effect

World Boost - While within World you are healed for double the normal amount of Declaration of War and you also are healed by Temporary Alliance Shield secondary activation

Cost: 25 Stacks

Cooldown: 8

E (No Escape!): Activate to dash in target direction and knock aside all minions (distance about as much as you get from an Ekko q), if you collide with an enemy champion you slow them by (10/20/30/40/50)% for 2 seconds

World Boost - While within World you instead stun them by the same amount and deal 10/20/30/40/50 + (50% of total ad)

Cost: 25 Stacks

Cooldown: 5

R (World): Passive - When outside of a World you generate stacks of Create with each basic attack. Attacks against minions generate 1/2/3/5 stacks , attacks against champions generate 2/5/7/10 stacks. Each ability consumes stacks of Create, you can have a max of 100/150/200/250 stacks.

Active - Create a World at target location centered on you, while in this World each ability is enhanced and costs nothing. While within a World you take (15/20/25/30)% reduced damage, deal (4/6/8/10)% increased damage, and receive (2/3/4/5)% increased self healing from Health Regen, Life Steal, and Spell Vamp. This effect lasts (3/4/5/6) seconds.

This ability is gained at First Level

Cost: 100 Stacks

Cooldown: 60

Please note that numbers are just an examples and not what I truly expect to be added, this is more or less a show of concept and design while numbers can be changed to be more balanced. So please don't go raging at how unbalanced the numbers are and the like

This concept is based off of Archer, from Fate's Day/Night( I think thats the correct title, its second season is Blade Works Unlimited)

Ult is useless at early levels (pre 6) as it requires 25 AAs to get an ability, after using all 100 to make a world. Then, it becomes really OP if you manage your stacks as E is waaay too far but at a huge cost.

On the other hand, you can't really make the cost too low or it'll take away from the focus on stacks, but at the same time you cant make it expensive without making him really weak unless the effects are stronger, then they're extremely annoying
