Garen's Ult Bug

Garen's Ult's Passive Icon is bugged, it used to display when your enemies health is low enough for you to kill with your ult. After a few games though I've discovered that the Icon either displays too early or doesn't at all. This has messed up a few of my ultimate's and was wondering if anyone has faced this problem as well or if Riot is already working on it. I'm facing the same problem on PBE and looked around but I have yet to find anyone else who either has taken notice or at least hasn't said anything or if anyone's even facing this as well.

I'm also facing this problem and I'm not sure if Riot has noticed it yet, but I'm sure they have.

Pretty sure that's not how his ult's passive works.

PASSIVE: The enemy with the most kills in the last 5 minutes is marked as the Villain, causing Garen's basic attacks and each spin of Judgment against them to deal 1% of target's maximum health bonus true damage. The mark cannot be assigned to another champion while Garen is in combat with the Villain. If more than one enemy has the same bounty, the enemy who received it first is marked as the Villain.
