After playing the role of support a decent number of times, I realized that there was no real champion based around vision control, or just vision in general. So, to fill the gap and put my creative skills to work, I decided to come up with one. And here he is.

Caelum The Cosmic Seer

I decided that to be a decent vision support, he had to be some sort of sage or scholar. After all, Zilean needs some company, and there's no shortage of champions who display their skill with inventions, weapons, magic, and brute strength. So I decided to make him more of a scholar type character who acquired his abilities through long and arduous study. But study of what? The only thing I could imagine associated with vision as a game mechanic was the sky. And thus, he became an astronomer. He'd be a mostly passive character, who is both gentle and pragmatic, focusing on the studies and research of things, but always appreciating the wonder of simply looking at the night sky.

His general backstory would be that from a young age he enjoyed stargazing. It was almost as though they called to him. So throughout his early life he turned his eyes to the night sky, studying constellations and anomalies from just his eye or from a makeshift telescope. Unfortunately he was born to a poor farming family. His parents did not approve, saying that since he was the eldest, he had to take care of the farm when he grew up. As years went by, Caelum gradually began to accept his fate, until one day a wizard was passing through and was forced to stay at the family's farm due to a storm. As he conversed with Caelum, the wizard became astonished at the young man's knowledge of the starry skies. Stating the boy had great potential, he took Caelum to his home, a massive observatory where Caelum could finally pursue not only the study of the sky, but of the magical arts associated with it. His master believes he will become one of the greatest cosmic wizards Runeterra will ever know.

Abilities:

Passive - Stargazing Caelum increases the sight range of his allied champions and himself by 175 units. He additionally increases the sight range of wards HE places by 100 units.

Q - Stardust Caelum creates a magical formation of stardust that flies in target direction, dealing 50/75/100/125/150+(0.6 AP) magic damage to each enemy hit, slowing the first target by 15/20/25/30/35% for 1 second, and revealing each enemy hit for 3 seconds. Maximum of 3 enemies can be hit. The projectile speed is slowed by 15% for each target it hits. Cooldown - 10 seconds Mana Cost - 55/60/65/70/75 Projectile speed - 1200 units per sec Projectile size - 65 length x 100 width Range - 1000 units Cast Time - 0.35 seconds

W - Cosmic Flare Caelum reveals target location for 1 second and after the delay enemies in the area are dealt 80/105/130/155/180+(0.6 AP) magic damage. Enemies in the center of the flare are revealed for 2 seconds and are dealt an additional 20/40/60/80/100+(0.2 AP) magic damage over 2 seconds. Cooldown - 20/18.5/17/15.5/14 seconds Mana Cost - 60/70/80/90/100 Radius - 325 units Inner Radius - 100 units Range - 1400 units Cast Time - 0.35 seconds

E - Comet Caelum calls upon a comet that flies through the air, revealing 800 units around it as it flies until it reaches target location where it detonates, dealing 60/80/100/120/140+(0.5 AP) magic damage to enemies hit in the AOE. Enemies hit are also blinded by the explosion, removing their ally vision and reducing their vision range by 75% for 0.5/0.75/1/1.25/1.5 seconds. Cooldown - 65 seconds Mana Cost - 50 Explosion Radius - 400 Projectile Speed - 1500 units per sec Range - 2000/2500/3000/3500/4000 units Cast Time - 1 second

R - Corona Caelum calls upon the power of celestial bodies, darkening a target area of the map after a 1 second delay. Enemies in the initial AOE will be stunned for 0.75 seconds and lose their allied sight and have their own sight range decreased by 60/60/70% as long as they remain in the area. The AOE lasts 6/8/10 seconds. Cooldown - 90/75/60 seconds Mana Cost - 100 Radius - 500/550/600 Range - Global Cast Time - none

Stats: 500 HP + 75 per lvl (1850 max lvl) 325 Mana + 35 per lvl (920 max lvl) 50 AD + 2 per lvl (84 max lvl) 0.625 attack speed + 2% per lvl (0.647 max lvl) 335 movement speed 5.2 HP regen per 5 + 0.4 per lvl (12 max lvl) 6.4 Mana regen per 5 + 0.4 per lvl (13.2 max lvl) 24 Armor + 3 per lvl (75 max lvl) 25 Magic Resist + 3 per lvl (78 max lvl) Attack Range - 585 units - Ranged

The idea behind Caelum would be to deny enemies ways to skirt visions, lighting up bushes and the fog of war, and also denying them their own vision. To compensate Caelum has very little immediate combat effectiveness beyond utility. This forces him to skirt open fights, hitting enemies with cheapshots and pokes with his long ranged abilities, widdling them down over time while refusing to let them engage not by counter-engaging or being good at disengaging, but simply being able to maintain awareness of their position and maintaining the space necessary to be just beyond their gap closers.

Like at champions, he probably needs tweaking, adjustments, and etc., but I think it's at least a decent concept, no?

P: Seems good and fair.

Q: I would shorten the range but make it extend if it hits a target (Like bards Q)

W: Its alright. I would cut the damage and just make it a vision skill. Like throwing an actual flare (Can have charges, vision it gives slowly reduces over time but still marks people idk)

E: Don't say blinded unless you actually me the debuff blind. 65 second cooldown on a non ult ability? That is a bit much. I think ashe E is the only one that has a cooldown even close to that on a non ult.

R: Global seems like a bit much for this. Make it have like bard ult range or something.

I like some of the ideas you put up, but I think you gave a support character access to too much damage. Also the E needs to be changed so it isn't just another ult basically. At max rank of ult E will have the longest cooldown in the kit, that is just silly. Also maybe scale the cooldown of his q down per level.
