Nepta The Abyss Child
Nepta is a mage/range with high mobility and lot of cc, but he didn't have lot of damage.
Lore: Nepta is a 1000 years old sea serpent. Because the sea serpent have a long life, Nepta is still a child. He comes at League of Legend to make friend and play. His best friends are Gnar and Fizz.
Ability:
[Passive] Aqua Swiftness: Nepta basic attack deal bonus magic damage equal to 25/50/75/100% of his movement speed. The bonus grows at level 1/6/12/18.
[Q] Water Gun: Nepta immobilize himself and fire a constant stream of water at the cursor location. The water deal 50/65/80/95/110 (+40% of AP) magic damage to each enemy in his path at a certain frequency* and slowing them by 40% for 1,5 second. The frequency is equal to his attack speed**. Cast the attack again to end it.
Cooldown: 5 second Cost: 50 mana for activation and 15 mana per second Range 1000 *frequency: example: 50 damage per second ** attack speed: If he has 2,0 attack speed, he deal 2 basic attack per second. So his Q will deal 110 magic damage per 0,5 second (or 2X110 magic damage per second)
[W] Splash: Nepta jump at the target location and gain a bonus of 9/13/17/21/25% movement speed that decrease over 3 second (start decreasing after 1 second). Cast it again to make another jump. Nepta can jump up to 3 times. If he make a another jump, the initial movement speed bonus is reset and he gain another bonus (stack up 3 time).

[E] Water Flap: Nepta smash the water in front of him to lunch a water ball at the target 300-radius area. The enemies in the center of the zone take 40/80/120/160/200 (+65% of AP) magic damage and are silence for 1,5 second. Enemy around the center will take 75% of the damage and be push back. During the attack, if Nepta hit a enemy projectile (with his tail), he push it in the opposite direction. The projectile will deal the same damage (to enemy, but not ally), will act the same way and will travel the same range. If Nepta hit a projectile the cooldown of this attack will be reduce by 50%.

[R] Tsunami! Nepta create a big tsunami that travel in a chosen path. The tsunami drag with it every enemies it touches and deal them 100/200/300 (+70% of AP) magic damage. Dragged enemy can’t move or cast ability/summoner’s spell.
