No. It's a skin for those who reached Gold or higher in S4.
You had to have Gold ranking or higher during the 2014 Season. There is no other way to get it.
No, there is no way to obtain it or any previous Victorious skins. They are a sign of achievement in ranked play, and should not be made available any other way. Even though I badly want Victorious Janna :(
Achievement skins are not available via Mystery Boxes. It was given out to those who achieved Gold+ during the 2014 seasons, as others in this thread have said.
Unfortunately, there's no way to get this skin.
