Does everyone make their own artwork in these forums?

Or is there a famous rioter who is up to make splash art for people who suck at art?

Or should I just hire a local artist to bring my concepts to life?

Some people draw their own art. No Rioters have volunteered to do art for fan concepts, and I doubt any will -- those artists have their own work they'd probably like to do in their free time.

If you're looking for a customized splash art for a concept, the best bet is to either commission one or do it yourself. :)

Riot Penguin used to, I remember. Had their own blog and everything. I haven't seen anything new from them in a long time, maybe over two years.
