Singed Rework

So to start this off, I love singed. Been a fan of his for years but his current state needs a little revamping. Here is my suggestion. Change the passive to something like this.

Shield bash: Singed builds up charges as he moves. Once he reaches 100 stacks, his next auto attack will stun the target for .5 seconds and deal an additional 20 to 60 damage dependent on level. This would generate some interesting plays and wouldn't be terribly broken.
